Roll call was answered by Councilmen James Gilmore, Walter B~ooks, Wade Herrin, J. Ogden Markel, Tcm McMichael and Mayor Harry Ho Harvey° Councilman Davis Burk was absent during the afternoon session, but was present at the evening session. Also present were City Manager Carl Jo Thornton, City Attorney William L. Mock, Director of Public Works Ronald Wolford, Director of Planning Paul Van Stevens, and Clerk of the Council Doris Mo Rrown~ MINUTES Meeting of March 6, 1967 were approved. On Motion of Councilman McMichael, seconded by Councilman Markel and carried~ Minutes of the Regular ROSITA PARK POOL CR ~?~; The City Manager presented a report of bids received for Project C-l~l- Rosita Park Pool and Building and noted that a letter from the State Licensing Board verified license to perform by the low bidder~ Nelson-Baird. It was moved by Councilman N~rkel, seconded by Councilman Herrin and carried, that the report be ordered filed, the contract be awarded to Nelson-Baird, and all other bids be rejected. RESCUE VEHICLE CA ~% On motion of Councilman Brooks~ seconded by Councilman Markel and carried, Council ordered filed report of bids received for One Vehicle for Fire Department use as Rescue Company, awarded contract to low bidder~ International Harvester of Anaheim, with options of heavy duty rear springs, 52 ~?~ ~.lternator~ and 70 AMP hour battery for the total amount of $2,642°75, and r~~, ~d all other bids. ALT~mt~ATE CONSTRUCTION ~l~ '~ ~ Council considered request of Goodwill GOODWILL INDUSTRIES Industries for additions to building at 2702 W. 5th which would constitute violation of the Building Code. SUBPLUS PROPERTY %9' ~ On motion of Councilmam Gilmore, seconded by Councilmam Herrin and carried, Council ordered filed Surplus Property Report 2-67 regarding residence at 1702 W. 8th, declared the building surplus and authorized sale if possible or demolition after 90 days. PERSON~IEL BOARD ~% ~i Mr. James Radcliffe's resignation from the Personnel Board was accepted with regret~ on motion of Councilman ~arkel~ seconded by Councilman B~ooks, and an expression of appreciation was ordered prepared. It was moved by Councilman Markel, seconded by Councilman Herriu and carried, that Robert Gunton be appointed to the Personnel Board to fill the unexpired term ending J~l~ 1, 1968. SURPLUS PROPE~I~f C% qf Warren Proctor, agent for the City in 8TH AND BRISTOL proposed sale of surplus property at 8th and Bristol, reported he had received an offer of $40,000 for the property, subject to issuance of building permit and $30 i~DO deed of trust o He explained the parcel is irregularly shaped with limited ~L ~ss, and that financing on undeveloped land is difficult. The City Manager reco~ended against accepting the offer unless it were on cash basis. Councilman McMichael suggested it wouldn't be out of line to accept a financing arrangement for 18 months with a due date in order to facilitate sale, and move~ Mr. Proctor notify the buyer the Council must reject the offer as submitted, but based on the discussion, see if the offer can be adjusted in order to make it acceptable. The motion was seconded by Councilman Brooks and carried. RECESS At 4:10 p.m. the meeting was recessed to 7:30 p.m., at which time it was reconvened with all Councilmen present. Following the Pledge of Allegiance to the Flag, the Invocation was delivered by The Reverend Calvin Cooper, First Methodist Church. APPEAL 189, BERNBAUM VAR. 67-8 Hearing was opened on Appeal 189, filed by Max Bernhaum from the Plan~g Commission' s denial of Variance Application 67-8 to construct a one-story building for retail sales and installation of tires, brakes and front e~d aligr~ents at 223~ S. Magnolia in the R i District o The Clerk reported notice of hearing given with evidence on file. CITY couNCIL -1~9- March 2~, 1967 Dean Evans, representing the applicant, showed plot plan and map of area a~l cited as justification for variance the s~m~lar development at Van Ness, eight blocks away. He n~ted also that the application meets all the requirements of the C 5 zone and that the surrounding property owners have no objection. The Planning Director reviewed the application and the action of the Plannimg Commission. There being no further testimony, the hearing was closed.
