The meetimg was called to order at 2:00 P.M. in the CoUncil ChamBers, 217
North ~ain Street. Roll call was answered by CoUncilmen Walter Brooks,
Davis Burk, Lorin Griset, J. Ogden Markel, Thomas W. Thurman, and Mayor
Tom McNichael. Counci~m~u Wade Nerrin was absent. Also present were City
Manager Carl J. Thornton, City Attorney William L. ~ock, Director of Public
Works Romald Wolford, Director of Planning Paul Van Stevens, and Clerk of
the Council Doris M. Brown.

CIVIL DEFENSE SHELTERS Council received a letter frcm Wayne
L. Hull requesting the designation of
Civil Defense shelters in Santa Aha.
The Manager reported that buildings listed in a Federal Shelter Survey
several years ago were either not available or would not be safe, and expressed
his opinion that governmental designation would be misleading to the people of
the comunity.
On motion of Councilman Brooks, seconded by Councilman Burk and carried, the
letter was ordered filed~ and the City Manager was instructed to reply and
to contact the Orange County Director of Civil Defense about the dissemination
of this type of information.

announcing public hearings on Water Well Standards was ordered filed.

Personal Xnterviews in executive session begimaing at the next meeting. After
research~_= the question, the City Attcraey repcrrted that nothf~E in the
Government Code prohibited a private session on appointment of a public officer;
that the Council might interview and consider in private session but action
must be in public session. Mayor NcN/chael announced there would be an
E~ecutive Sessiun on May 1 at 2:00 P.M.

reccmmendation of the City Manager regarding
the surplus property at 8th and Bristol was approved, setting a minimum price
of$~5,000 and setting date of sale for the Council meeting of May 15, 1967.
BRANCH LIBRARIES Responding to Councilman. Tht~rman's
question~ the City Manager reported that
money for purchase of property for
branch libraries was in the reco~nended Budget for 1965-66, and that Council
had taken it out and put it in contingency reserve; that action on 1966-67
recommendation was held over to Nay 1st meeting.

was delivered by Captian T~n Cisar of the Salvation Army.

TAXICAB APPEAL 2~ At the regular aeeting of April B,
1967, a hearing was held on the appeal
filed By Arlin M. Fuller from the Police
Chief's denial of per, it to operate a taxicab; at that time the ~atter was
referred to the staff for further report.
After hearing the City ;~anager report that as of April 1~, the State Division
of Drivers Licenses in Sacramento stated and confirmed that Mr. Fuller's
driver's license is still suspended, the appeal was denied, on action of
Councilman Markel, seconded by Councilman Thurman and carried.

of proposed ordinance regard/ng door-
to-door solicit~-~=. On action of
Councilman Burk, seconded by Counci~m~u Markel and carried, the matter was
continued to the next regular meeting.

Councilman Griset and carried.
RESIGNATION On motion of Councilman Brooks, seconded
by Councilman Markel and carried, the
resignation of Councilmmn Davis Burk
effective April 30, 1~67, was accepted with regret and an expression of
appreciation was ordered prepared.
BOND RELEASE Acting upon the Public Works Director's
TRACT 4968 report of satisfactory campletion of
improvements in Tract 4968, Concord
Street and Santa Clara Avenue, the Council, on motion of Councilman Markel,
seconded by Councilman Burk and carried, authorized release of bonds.

approved the request for authority to
reimburse the following for 1966 Weed Abatement Assessments charged in error:

COUNCII/4AN BURK Councilman Burk expressed appreciation
to the staff and members of the Council
for their spirit of cooperation, open
mindedness, general concern for the welfare of the City as a whole, and all
the other forms of cooperation he has received since being a member of the
Council. Responding, ~ayor McMichael expressed the Council's regret for the
loss to the community of Councilm~u Burk and the hope that he and his family
would continue in success and happiness in their new home.
