MINUTES OF THE REGULAR MEETING OF THE CITY CCUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA June 19, 1967 The meeting was called to order at 2:00 P.M. in the Council Chambers, 217 North Main Street. Roll call was answered by Councilmen Walter Brooks, Lorin Griset, J. Ogden Markel, Thomas Thurman and Vice Mayor Wade Herrin. CounciLman James E. Carlson and Mayor Tom McMichael were absent. Also present were City Manager Carl J. Thornton, City Attorney William L. Mock, Assistant Director of Public Works R. Henry Mohle, Director of Planning Paul Van Stevens, and Clerk of the Council Doris M. Brown. APPROVAL OF MINUTES On motion of Councilman Griset, seconded by Councilman Thurman and carried, Minutes of the Regular Meeting of June 5, 1967, were approved as written. PARKING CONCESSION On motion of CounciLman Brooks, seconded by Councilman Thurman and carried~ Council ordered filed report of bids received for the operation ofparking Concession at Santa Aha Municipal Stadium for the years 1967 and 1968; awarded contract to Santa Ana Junior Chamber of Commerce; and rejected all other bids. LEGAL ADVERTISING On motion of Councilman Markel, seconded by Councilman Griset and carried, Council awarded contract for legal advertising for fiscal year 1967-68 to The Santa Ana Register, the only bidder. PROJECT C-151 - MEETING HALL Council received a report of bids SANTIAGO PARK submitted for erection of a meeting hall in Santiago Park, noting irregularities in the low bid from Billy D. Filson. A motion by Council- man Brooks to accept the second low bid by C. S. Boyd failed for lack of second. A motion by Councilman Markel, seconded by Councilman Thurman, to reject the bids and readvertise was withdrawn after hearing the Attorney's opinion that with so many variances Filson's was not a bid but more a counter-proposal. On motion of Councilman Markel, seconded by Councilman Brooks and carried, Council ordered filed report of bids received; awarded contract to C. S. Boyd Company; and rejected all other bids. PROJECT C-150 - PARKING LOT On motion of Councilman Brooks, & TENNIS COURT AT ALONA PARK seconded by Councilman Griset and carried, Council ordered filed report of bids received for Construction of Parking Lot and Tennis Court at Alona Park; awarded contract at unit prices to the low bidder, Hardy & Harper; and rejected all other bids. On motion of Councilman Brooks, seconded by Councilman.Herrinand carried, the City Attorney was instructed to draw up a resolutiGn supporting the location. TRAFFIC - Report of control devices removed or installed - DISTRICT NO. 1 TRUNK SEWERS Following a discussion of the need for additional trunk sewer lines in the City of Santa Aha, it was moved by Councilman Brooks, seconded hy Councilman Griset, and unanimously carried that the City Council request that Orange County Sanitation District No. 1 consider construction of two extensions to their trunk system in Santa Ama as follows: (1) Myrtle from Center to Bristol, Bristol from Myrtle to Memory Lane; (2) Sixth and Fruit from Main to Grand. SURPLUS PROPERTY On motion of Councilman Brooks~ seconded SPR 13-67 by Councilman Griset and carried, the Council declared surplus two parcels on the south side of Eighth Street, West of Baker Street described in Surplus Property Report 13-67, set a minimum price of $3.~0 per square foot, set date of sale for July 3, 1967, amd designated Warren Proctor as the City's agent. BUDGET 1967-68 On motiem of Councilmam Brooks, seconded by Councilman Griset and carried, Council set the date of July 3, 1967, for public hearing on the proposed Budget for 1967-68o Discussing special Council study sessions of the Budget, it was agreed to hold the first study session at 7:00 P.M. on June 26th. The Manager called attention to the fact that the City _l~Archasing Agent will begin employ- ment with one of these firms very soon and he wanted no implication that the City is giving business to that firm because of this.
