EPIC CAREER SERVICES
THIS AGREEMENT, made and entered into this 2nd day of June~ 2003, hy and between Epic Career
Services, hereinafter referred to ~ "CONSULTANT", and the City o£ Santa Aha, a charter city and
municipal corporation duiy organized and existing under the Constitution and laws o£ the State of Cali£omia,
hereinafter referred to a~ "CITY".
TERMS AND CONDITIONS
1. TIME PERIOD OF AGREEMENT
This Agreement shall commence as of July 1, 2003 and all services to be performed pursuant to this
Agreement shall be completed on or before June 30, 2004. The term of this Agreement may be extended by
a writing executed by the Executive Director of the Community Development Agency and the City Attorney.
2. INDEPENDENT CONTRACTOR
CONSULTANT agrees that CONSULTANT is an independent contractor and not an employee of
CITY and all of CONSULTANT'S personnel shall be employees of CONSULTANT and not employees of
the CITY. CONSULTANT shall pay all salaries and wages, employer's Social Security taxes,
unemployment insurance and wages, and similar taxes relating to employees and shall be responsible for all
applicable withholding taxes.
CONSULTANT shall not subcontract any of the services required hereunder without prior written
approval of the CITY.
3. SCOPE OF SERVICES
For and in consideration of the hereinafter stated payment by CITY to CONSULTANT,
CONSULTANT agrees to perform, at its own cost and expense except for the compensation specified in this
Agreement, the services specified in Exhibit A attached hereto and incorporated herein as Exhibit A to this
Agreement.
4. CONSULTANT OBLIGATIONS
A. CONSULTANT agrees to maintain such records and submit such reports, data and
information, on the form and containing such information, at such times as CITY may request or require
regarding the performance of CONSULTANT'S services or activities, costs or other data, including but not
limited to, participants' attendance, payroll records and job duty statements.
B. CITY, the State of California and the United States government and/or their
representatives shall have access for purposes of monitoring, auditing and examining of CONSULTANT'S
activities, performance, books, documents, papers, and records of CONSULTANT, subcontractors,
bookkeepers and accountants, and employees and participants related to this Agreement. Such agencies or
representatives shall also schedule on-site monitoring in their discretion. Monitoring activities may also
include, but are not limited to, questioning employees and participants and entering any premises or onto any
site in which any of the services or activities funded hereunder are conducted or in which any of the records
of CONSULTANT are kept. Nothing herein shall be construed to require access to any privileged or
confidential information as set forth in federal or state law.
In the event CONSULTANT does not make the above-referenced documents available within
the City of Santa Aha, California, CONSULTANT agrees to pay all necessary and reasonable expenses
incurred by CITY in conducting any audit at the location where said records and books of account are
maintained.
All accounting records and evidence pertaining to all costs of CONSULTANT and all
documents related to this Agreement shall be kept available at CONSULTANT'S office or place of business
for the duration of this Agreement and thereafter for three (3) years after completion of an audit. Records
which relate to (a) complaints, claims, administrative proceedings or litigation arising out of the performance
of this Agreement, or (b) costs and expenses of this Agreement to which CITY, the State of California or the
United States Government take exception, shall be retained beyond the three (3) years until resolution of
disposition of such appeals, litigation, claims, or exceptions.
C. Without prejudice to any other section of this Agreement, CONSULTANT shall,
where applicable, maintain the confidential nature of information provided to it concerning participants in
accordance with the requirements of federal and state law. Notwithstanding the foregoing, CONSULTANT
agrees to submit to CITY, the State of California and/or the United States Government or their
representatives, all records requested for administrative purposes, including audits, examinations, monitoring
and verification of records submitted by CONSULTANT, costs incurred and services rendered hereunder.
D. CONSULTANT agrees to expend all funds in accordance with all applicable federal,
state and local laws and regulations. CONSULTANT also agrees to provide at CONSULTANT'S own
expense supplies and other costs of said PROGRAM.
E. CONSULTANT shall comply with the provisions of 48 CFR, Chapter 1, Parts 1-31.2,
for commemial organizations and all other applicable federal statutes and executive orders and their
implementing regulations.
F. CONSULTANT shall comply with the provisions of E.O 12549 and 12689, requiring
compliance with the debarment and suspension requirements contained in 29 CFR Part 98.
G. CONSULTANT shall comply with the requirements of federal regulations found at 29
CFR 93 which provide that no appropriated funds may be expended by the recipient of a federal contract,
grant, loan or cooperative agreement to pay any person for influencing or attempting to influence an officer
or employee of any agency, member of Congress or an officer or employee of a member of Congress in
connection with awarding of any federal contract, the making of any federal grant or loan, entering into any
cooperative agreement and the extension, renewal, amendment or modification of any federal contract, grant,
loan or cooperative agreement. CONSULTANT shall sign a certification to that effect in a form as set forth
in "Exhibit B," attached hereto and by this reference incorporated herein. CONSULTANT shall submit said
signed certification to CITY prior to performing any of its obligations under this Agreement and prior to any
obligation arising on the part of CITY to pay any sums to CONSULTANT under the terms and conditions of
this Agreement.

H. CONSULTANT agrees to provide a drug-free work place and to execute a
certification as set forth in "Exhibit C" attached hereto and incorporated herein by this reference.
I. CONSULTANT, in accordance with the Child Support Compliance Act, recognizes
and acknowledges the importance of child and family support obligations and shall fully comply with all
state and federal laws relating to child and family support enforcement, including, but not limited to:
disclosure of information and compliance with earnings assignment orders, as provided in Chapter 8
(commencing with Section 5200) of Part 5 of Division 9 of the state Family Code; and, to the best of its
knowledge is fully complying with the earnings assignment orders of all employees and is providing the
names of all new employees to the New Employee Registry maintained by the California Employment
Development Department (EDD).
5. APPLICABLE GUIDELINES
A. The parties hereto agree that CONSULTANT shall comply with all applicable federal
and state laws and regulations, including but not limited to the U.S. Department of Labor guidelines and
regulations, including amendments or revisions made during the terms of this Agreement. Said applicable
laws are hereby incorporated by reference and made as part of this Agreement as though fully set forth
herein.
B. CONSULTANT also assures and certifies that:
1, CONSULTANT shall comply with any mad all federal laws limiting the
political activity of employees hired under this Agreement.
2. CONSULTANT shall provide the U.S. Department of Labor and the Controller
General, by and through any authorized representative, as well as the Santa Ana Local Workforce Investment
Area's Board, access to and the right to examine all records, books, papers or documents relating to the
accounting and use of funds under this Agreement for a three-year period from and after the effective date of
this Agreement.
3. No person with responsibilities in the operation of any program under the
Welfare-to-Work grant shall discriminate with respect to any program participant or any application for
participation in such program because of race, creed, color, national origin, sex, political affiliation or beliefs.
4. CONSULTANT shall maintain appropriate standards for health and safety in
work and transportation situations.
5. CONSULTANT shall comply with general provisions, assurances, and
certifications attached hereto as "Exhibit D" and incorporated herein.
6. Any literature distributed by CONSULTANT for the purpose of apprising
businesses, participants, or the general public of its programs under this Agreement shall state that its
programs are supported by the City of Santa Ana and the Santa Ana Workfome Investment Board, and shall
state that the program is an "equal opportunity employer/program" and that "auxiliary aids and services are
available upon request to individuals with disabilities."
7. CONSULTANT certifies that all property, finished or unfinished documents,
data, studies and reports prepared or purchased by the CONSULTANT under this Agreement, will be
disposed of in accordance with the direction of the CITY. In addition, any tools and/or equipment furnished
to the CONSULTANT by the CITY and/or purchased by the CONSULTANT with funds pursuant to this
Agreement, will be limited to use within the activities outlined in this agreement and will remain the property
of the United States Government and/or CITY. Upon termination of this Agreement, CONSULTANT will
immediately return such tools and/or equipment to the CITY or dispose of them in accordance with the
direction of the CITY.
8. CONSULTANT certifies that this Agreement does not provide
for the advancement or aid to any religious sect, church or creed, or sectarian purpose nor does it help to
support or sustain any school, college, university, hospital or other institution controlled by any religious
creed, church, or sectarian denomination, as specified by Article XVI, Section 5, of the Constitution of the
State of California, regarding separation of church and state.
9. If the grant hereunder exceeds $100,000, CONSULTANT shall be in
compliance with Section 306 of the Clean Air Act [(42 USC 1875(h)]; Section 508 of the Clean Water Act
(33 USC 1368); Executive Order 11738 and Environmental Protection Agency ("EPA") regulations (40 CFR
Part 15) as any may now exist or be hereaRer amended. Under these laws and regulations, the
CONSULTANT assures that:
(a) No facility to be utilized in the performance of the proposed grant has been listed on the
EPA List of Violating Facilities;
(b) It will notify CITY prior to award of the receipt of any communication from the Director,
Office of Federal Activities, U.S. EPA, indicating that a facility to be utilized for the
grant is under consideration to be listed on the EPA List of Violating Facilities;
(c) It will notify the CITY and the EPA about any known violation of the above laws and
regulations.
10. CONSULTANT may copyright any work that is subject to copyright and was
developed, or for which ownership was purchased, under an award. The Federal awarding agency(ies)
reserve a royalty-free, nonexclusive and irrevocable right to reproduce, publish, or otherwise use the work for
Federal purposes, and to authorize others to do so.
. l 1. CONSULTANT is subject to applicable regulations governing patents and
inventions, including government-wide regulations issued by the Department of Commerce at 37 CFR part
401, "Rights to Inventions Made by Nonprofit Organizations and Small Business Firms Under Government
Grants, Contracts and Cooperative Agreements."
6. COMPENSATION
CITY agrees to pay, and CONSULTANT agrees to accept for said services, total compensation in the
amount not to exceed Forty Five Thousand Six Hundred Dollars ($45,600.00) subject to the following terms:
A. Workshops will be one week in duration, starting on Monday and ending on Friday. There must
be at least five (5) attendees scheduled for each workshop;
B. CONSULTANT will be contacted by CITY the Friday before the scheduled Monday workshop as
to whether or not there are enough attendees in order to hold the workshop. If the workshop is
cancelled on Friday due to failure to meet the required five person minimum, CONSULTANT
shall bill for six (6) hours and shall be paid Five Hundred Seventy Dollars ($570.00);
C. If the workshop is cancelled on Monday (the start date of the workshop), CONSULTANT shall
bill for ten (10) hours and shall be paid Nine Hundred Fifty Dollars ($950.00) which is equal to
half of her normal workshop fee;
D. If the workshop is cancelled on Wednesday or later, CONSULTANT will bill for the entire week
and shall be paid One Thousand Nine Hundred Dollars ($1900.00).
CONSULTANT will submit a detailed invoice evidencing services performed. Final payment by the
CITY shall be within 30 days following receipt of said invoice, subject to CITY accounting procedures.
7. MISCELLANEOUS PROVISIONS
A. CONSULTANT covenants that it presently has no interest, and shall not have any interest, direct
or indirect, which would conflict in any manner with the performance of services required hereunder.
B. CONSULTANT certifies that it will not discriminate against any employee or
applicant for employment because of race, religious creed, color, national origin, ancestry, physical disability,
mental disability, medical condition, marital status, sex or age, in compliance with Title VII of the Civil
Rights Act of 1964 (P.L. 83-354) and Government Code 12900, et seq.
C. Each undersigned represents and warrants that its signature hereinbelow has the power, authority
and right to bind their respective parties to each of the terms of this Agreement, and shall indemnify CITY fully,
including reasonable costs and attorney's fees, for any injuries or damages to CITY in the event that such
authority or power is not, in fact, held by the signatory or is withdrawn.
D. All Exhibits referenced herein and attached hereto shall be incorporated as if fully set forth in the
body of this Agreement.
8. HOLD HARMLESS CLAUSE
CONSULTANT agrees to indemnify, defend and hold harmless CITY, its officers, agents,
employees, and volunteers from and against any and all loss or damage, and from any and all suits, actions
and claims filed or brought by any person or persons arising out acts or omissions of CONSULTANT or of
its approved subcontractor or of the officers, agents, employees of CONSULTANT or of its subcontractors in
the performance of this Agreement.
9. INSURANCE
CONSULTANT shall obtain and maintain for the entire term of this Agreement comprehensive
general public liability insurance, in companies acceptable to the City, authorized to issue such insurance in
the State of California. Said insurance shall consist of the following:
a. Commercial General Liability Insurance. CONSULTANT shall maintain in full fome and effect,
for the period covered by this Agreement, comprehensive general liability insurance. This comprehensive
general liability insurance shall name the City, its officers, agents and employees as additional insured(s) and
shall include, but not be limited to protection against claims arising from bodily and personal injury,
including death resulting therefrom and damage to property, resulting from any act or occurrence arising out
of CONSULTANT's operations in the performance of this Agreement, including, without limitation, acts
involving vehicles. The amounts of insurance shall be not less than the following: single limit coverage
applying to bodily and personal injury, including death resulting therefrom, and property damage, in the total
amount of $1,000,000 per occurrence.
b. Worker's Compensation Insurance. In accordance with the provisions of Section 3300 of the
Labor Code, if CONSULTANT has any employees it is required to be insured against liability for worker's
compensation or to undertake self-insurance. CONSULTANT agrees to comply with such provisions before
commencing the performance of the work under this Agreement.
c. The following requirements apply to the insurance to be provided by CONSULTANT pursuant to
paragraph a., above:
1. A certificate of insurance, to be approved in form by the City Attomey, shall be furnished
to the City within 30 days of the execution of this Agreement.
Certificates and policies shall state that the policies shall not be canceled or reduced in
coverage or changed in any other material aspect without thirty (30) days prior written
notice to the City.
d. If CONSULTANT fails or refuses to produce or maintain the insurance required by this section or
fails or refuses to furnish the City with required proof that insurance has been procured and is in force and
paid for, the City shall have the right, at the City's election, to forthwith terminate this Agreement. Such
termination shall not effect CONSULTANT's right to be paid for its time and materials expended prior to
notification of termination.
10. TERMINATION
This Agreement may be terminated by either party at its sole discretion, upon thirty (30) days
written notice to the other party. Notice shall be deemed served on the date of mailing. However,
CONSULTANT may not terminate this Agreement if undue hardship will result to any participant.
11. DISPUTES
Except as otherwise provided in this Agreement, any dispute concerning any question arising
under this Agreement shall be decided by CITY. In such a case CITY shall reduce its decision to writing and
mail or otherwise finnish a copy thereof to CONSULTANT. The decision of the City shall be final and
conclusive unless within thirty (30) calendar days from the mailing or delivery of such copy, CITY receives
from CONSULTANT written request to appeal said decision.
Procedures governing the appeal shall be prescribed by CITY and/or the State of California in
accordance with the Act and all corresponding regulations and OMB circulars. Pending final disposition of

the appeal, CONSULTANT shall act in accordance with CITY's decision unless the dispute involves a
change order.
12.
BREACH - SANCTIONS
If, through any cause, CONSULTANT violates any of the terms and conditions of this
Agreement, and/or prior agreements whereby grant funds were received by CONSULTANT pursuant to this
Agreement, or if CONSULTANT reports inaccurately or if any Audit Report makes disallowances,
CONSULTANT shall promptly remedy its acts or omissions and/or repay CITY all amounts due CITY as a
result of CONSULTANT's violation. For any such failures or violations, CITY shall also have the right at its
sole discretion to either: (1) discontinue program support until such time as CONSULTANT fulfills its
obligations or remedies all violations of this agreement or prior agreements; and/or (2) collect outstanding
amounts as determined by CITY due CITY by offsetting or debiting from current claims or invoices, if after
thirty (30) days' written notice CONSULTANT has failed to repay same or a repayment schedule has not
been made; and/or (3) terminate this Agreement by giving written notice to CONSULTANT of such
termination in accordance the notice provision in Paragraph XVIII herein below.
13. NOTICES
All notices, reports and correspondence between the parties hereto respecting this agreement shall be
in writing and deposited in the United States Mail, postage prepaid, addressed as follows:

Exhibit A
Executive Summary
Epic Career Services, long expert in the design, adm/nistration and fiscal management of
reemployment and outplacement programs will draw upon our years of experience and provide
superlative workshop services to participants of the proposed program. What makes this proposal
especially attractive is the flexibility of our workshops and the familiarity of our staff and
successes to your office. Upon review, Santa Aha will surely recognize the programmatic--and
fiscal--advantages of this proposal
Epic Career Services proudly recognizes that Santa Ana provides much needed resources
otherwise unavailable to a preponderance of our community's unemployed citizens. Epic
especially welcomes the opportunity to advance the concept of job search preparedness and hopes
to advance the very premise from which the Santa Aha WtW program was created. Specifically,
Epic will endeavor to deliver workshops, as prescribed by the City of Santa Ana, with an 85% or
better completion rate. This rate would run consistent with our past performance with other
WtW programs. Together, Epic is confident that we will ensure that Santa Ana's vision will
continue to be a successful reality in concerted service of the best interest of the program's
participants.
2) Program Overview
Epic Career Services has been successfully affording JTPADVIA agencies with workshops for
nearly seven years. During that time we have also served and do currently serve the City of Santa
Ana. As a sample of our experience, please consider that we have facilitated:
· Over a three year period, workshops for approximately 200 participants for the
City of Santa Ana
· Over a two year period, workshops for more than 900 participants for the ROP
Program
· Over a seven year period, workshops for more than 1,500 participants for the
City of Anaheim.
To best understand the best practice approach Epic utilizes in the delivery of its employment and
career transition services one must first consider the philosophy that has generated the curriculum
and motivates the delivery of our services.
Epic's own practices epitomize those techniques developed and sponsored by WlB/WtW. Our
approach comes only after years of working with JTPA/WlA in the same capacity as is proposed
under this RFP. Epic is the current service provider for Santa Aha.
Job Search workshops must be unique and flexible to meet the clients' needs for job readiness.
Job Search must be results orientated. Introducing the proposed workshops requires the teaching
of"accountability." This accountability translates into job accountability and must start in the
classroom setting.
Clients will become intimate with the notion of self-sufficiency. This is achieved by achng
immediately and creating urgency in j ob readiness and the j ob search process. It is Epic's goal to
deliver services to a population that will ultimately become self-reliant and who are taught how to
utilize available resources while they make wise decisions and take responsibility for their own
future. Our workshops aim to produce clients whose self-esteem increases along with their
ultimate employability. Clients understand and fear less the basis for talcing risks. To accomplish
our mission, Epic targets the clients' strengths with positive language and active encouragement.
By presenting, practicing, and applying requisite skills in the classroom setting, clients are
enabled to become independent and able to continue utilizing the effective strategy and skills
developed while a participant in our workshops. Our "deliverable" is the client's ultimate ability
to draw upon the knowledge gained in our workshop today, tomorrow, and well in to the future.
Tiffs deliverable empowers a participant to remain competitive as well as adaptable in our
changing economy. Furthermore, it reduces the duplication of services over the long-term.
If Santa Ana together with Epic continues to develop and to foster the desire to learn, clients will
reap a life-long benefit. Job Search must be viewed as a process, not a product. Through our
workshops, clients recognize the importance of learning by actually doing. In a sense, clients
learn through a series of workshops that require "hands-on" their own lives, and their own
futures.
Epic's "Pro-Active" philosophy begins on the first minute of client contact. The "Partnership"
between the client and Epic is tangible. Group participation during lectures fosters the sense of
community and of team strength. Additionally, the sometimes-fragile individual regains a sense
of worth as individual strengths are shared and affirmed in a peer setting.
Workshops are by design interactive. Clients actively prepare for their job search. Hands on
investigation of newspapers ads, conducting cold calls to employers for informational interviews,
calling job lines, ali encourage and emphasize participation. These activities also foster
individual ownership as well as team accountability. Role-playing within the classroom setting
encourages and affirms, "learn by doing." Assignments that require time sensitive deadlines
simulate "work tasks" and carry consequences as in a contemporary work setting. In the end,
confidence and employability are heightened.
Workshops must be educational and enjoyable. Attention must be given not mandated. Epic
realizes this challenge and strives to create a non-intrusive yet professionally textured
environment. We work with our clients, not at our clients.
Epic will continue its present working relationship with WIB/WTW staff of open communication,
immediate notification of client issues, completion of reports.
Epic Career Services proposes the following workshops/seminars. As is our current practice, all
workshops would be presented at the Santa Aha Center. Workshops are completed in one-half
day (approximately 4 hours).
Resume Preparation
Purpose: To educate clients on the various resume styles; be unique in creating a resume for each
clients/employers needs; facilitate the job search process while instilling ownership of the
process. Clients will be trained by "Ieaming how to," rather than having the work "done by"
Epic.
Benefits: Workshop will create a client that understands the job search process of creating a
representative document and all requisite steps in the process of accomplishing the creation of a
resume. By practicing and applying the presented skills the client is empowered with a life-long
skill. Being self-sufficient for preparing critical documents, like a resume, proves invaluable in
all future career endeavors.
Research Day
Purpose: To instruct clients on the cast avenues to discern the current array of job opportunities.
Workshop will expose clients to a wealth of sources, both traditional and emerging, explaining
the prachcality of books, job lines, periodicals, lnternet and "networking."
Benefits: Enable the client to do job search pro-actively. Clients will learn by doing these
activities and assignments. Imparting life-long skill set to clients will provide for clients
occupational well being over the long-term. Investigative as well as self-supportive traits are
enhanced, as is the realization of self-sufficiency.
Knowing Me--Knowing Them
Purpose: To instruct the client in how to "know" by the exploration and investigation of the/r
inner self; a personal understanding ofthemselves first enables them to understand what they
bring to a prospective employer on personal strengths--very critical for dislocated workers;
clients are prepared for the selling process; clients must also explore themselves for personal and
professional satisfaction. Clients are also instructed in how to ascertain employer needs and
match these needs with their own needs for fulfillment and enrichment. Clients are taught how to
research job opportunities while identifying proper matches to their own sense of"needs."
Benefits: Workshop enables the clients to become knowledgeable about self. Client focuses on
goals and needs, differentiating between both and developing inventories of both. Clients
thoroughly understand contemporary employers/labor market their desires, essential needs, best
and worst case scenarios. Clients determine their personal strategy for creating a cohesive team
with potential employers.
Organizin~ and Getting Ready
Purpose: To instruct the client in the importance of personal record keeping and follow-up as it
pertains to the job search process; realizing that the first impression is made immediately on the
phone prior to physical interaction; understanding how to navigate and maximize the first
encounter; instructing clients on proper dress, attitude as clients are exposed to current corporate
images.
Benefits: Workshop enables the client to have preparation skills explained and integrated into job
search strategy. Workshop teaches client importance of accuracy, attention to detail, and the
utilization of follow-up technique. Role-playing and practice exercises build self-esteem,
encourages clients to accent their strengths and motivates clients to become eager for successful
job search.
Making the Sale--Closing the Deal
Purpose: Educate the client on the entire interview process; psychology of questions asked.
Clients instructed in "active" interviewing and the pitfalls of passive encounters.
Benefits: Workshop enables the client to gain confidence, and become self-assured in answering
questions. Educate the client in the necessary but often unseen follow-up to employer encounters.
The client will take a "real" role in the interviewing questions, not only in selling to the employer
but also in the client's own sense of self-worth. Clients will be better prepared to meet the "peaks
and valleys" of job search activities.
Planting Seeds Workshop
Purpose: Require clients to physically do job search activities while in "Job Search" at the
Center. Encourages clients, under direct professional supervision, to motivate one another.

Benefits: Workshop enables clients to see "sprouts" occur while still in-group classes. Produces
win/win feeling for group members as they see one another succeed. Client success is realized
because of pro-activity. Encourages, as if by contagion, other clients to also become active in job
search.
JSS Intake Assessments
Purpose: To elicit information from the client, one-on-one, so as to explore and learn together the
client's needs and desires for job search; remove any preconceptions of the contemporary labor
market; counseling the client especially in the importance of transferable skills and delivering the
reality of his/her place in the evolving job market.
Benefits: Intake assessments bridge the gap between past experiences and future employment
opporttmity. Assessments are conducted within the context of honest self-examination and
realistic expectation. Epic establishes a partnership immediately with the client and case
manager. Epic then assists the client in setting realistic goals and formulating a strategy for the
achievement of these career goals.
Mock Interviews
Purpose: To provide a "safe" yet structured environment for the client to do a "practice"
interview(s) before the actual employer interview.
Benefits: Mock interviews construct an opportunity for the counselor to discuss all the
"positions" and offer constructive suggestions for the improvement of a client's interviewing
technique. Mock interviews are done as a learning experience-not to critique but rather
encourage and emphasize all the strengths the client brings to the employer's table.
3) Staff/Organization
Epic Career Services is entering its seventh year of operation. During that tenure, Epic has
provided workshops to the Cities of Anaheim, Santa Ana, La Habra, Garden Grove, and the
regional occupational program. Epic's entire staff will be available to the City of Santa Aha 40
hours each week. As the current workshop facilitator for Santa Ana, Epic is accustomed to and
would continue to deliver ttaining at the City's selected venues. Letters of references are attached
for the Committee's review.
To best understand the qualifications of Epic Career Services it is important to become aquatinted
with the expertise of its founder. Phyllis Talarico has long-standing experience in the job-
readiness and career transition environment. Her individual qualifications and the qualification of
her staff are as follows:
Phyllis Talarico: Phyllis Talarico developed the Placement Department for Larson Training
Centers, Inc., training provider for the City of Anaheim as well as seventeen other southern
California SDAs. In the last year as Placement Director, Mrs. Talarico has serviced the
employment needs of nearly one thousand clients, placing a remarkable 97% of all eligible clients
in full-time positions, all well above entry level earning. It is, then, easy to see why the City of
Anaheim, the City of Santa Ana, the Pr/vate Industry Aerospace Network, and the City of
CarsordLomita/Torrance have all named Larson Training Centers "Service Provider of the Year."
Mrs. Talarico wrote and implemented department policy, created and taught employability
readiness curriculum, conducted seminars and professional development workshops specifically
aimed at resume preparation, job search skills and strategy, career goal assessment and
formulation, interview and negotiation technique, and career transition methodology. In her
decade of experience, Mrs. Talarico has remained current on relevant and topical labor codes,
created job descriptions, interfaced with an extraordinary array of employers, and utilized her
reputation in the industry to better understand the direction of hiring trends across the southern
California labor market. Her advice bas helped realize the often unattainable for a preponderance
of her Title IIA, Title Ili, and injured worker client population.
Mrs. Talarico is well regarded in the placement industry and her assistance has been actively
sought by a variety of organizations and local agencies. Mrs. Talarico has volunteered her
services for community job fair activities, employability workshops, and policy development
bodies. She has presented her workshops on resume preparation, application strategy, interview
techniques, and career goals development for the City of Carson/Lomita/Torrance PIC at their
"Inspire to Hire Job Fair." Her work at this event received such positive community response
from attendees that participants were literally hired on the spot from employers sitting in on the
workshop presentations.
Mrs. Talarico's work extends into other agencies too. She has been a volunteer to Job Developers
in the City of Long Beach Career Transition Center, the Long Beach Shipyard, the Orange
County PIC ("Balance"), the Santa Ana Work Center, and the City of Anaheim One-Stop Center.
It is only fitting that Epic respond to the City of Santa Ana's current RFP as Epic is keenly aware
of the City's WtW mission. She has served on the City of Anaheim's Job Development Steering
Committee whose interest focus upon the oftentimes-elusive ethical considerations of job
placement assistance.
It is important to note Mrs. Talarico's other community activities. Understanding that superior
placement services are the result of a full immersion into the serviced client and employer
community, Mrs. Talar/co's involvement is increasingly extensive. She is regular workshop and
seminar presenter to local high school students, encouraging students to continue their
educational paths and explaining the reality of contemporary career opportunities. She has been a
presenter before the Hispanic Chamber of Commerce. She is an active member of SCRE
(Southern California Rehabilitation Exchange) where she educates vocational rehabilitation
counselors on the art of job search and the recognition of client transferable skills.
Sylvia Snedden: Sylvia Snedden comes to Epic with an AA degree in communications and over
13 years experience as a Bilingual Spanish job developer servicing a diverse population of
socioeconomic cultures. The last five years Sylvia has specialized in working with the Welfare to
Work population instructing career development workshops. The topics covered in the classes
were: resume writing, interviewing techniques, investigating the hidden job market, application

Certification Regarding Druq-Free Workplace Requirements
The certification set out below is a material representation upon which reliance is placed by the
U.S. Department of Housing and Urban Development in awarding the grant. If it is later
determined that the contractor knowingly rendered a false certification, or otherwise violates the
requirements of the Drug-Free Workplace Act, the U.S. Department of Housing and Urban
Development, in addition to any other remedies available to the Federal Government, may take
action authorized under the Drug-Free Workplace Act.
