POLICY ON ASSETS PURCHASED WITH EMPOWERMENT ZONE
FUNDS
Delegate to the Budget and Program Task Force the authority to
determine the appropriate reuse of goods purchased by a sub-
recipient with Empowerment Zone funds if the sub-recipient's
program is canceled or abandoned, and the purchase price of the
goods did not exceed $10,000.00

Approve the utilization of $500,000 in Fifth-Year funds for an
Empowerment Zone Summer Youth Program.

PRESENTATIONS
Digital Media Incubator, presentation introduced by Director Hemandez
Presenters: Julie Slark, Assistant Vice Chancellor Educational Services,
Rancho Santiago Community College District (RSCCD); Robert Partridge,

Assistant Vice Chancellor, Facility Planning & Distdct Support Services,
RSCCD; Jill Dominguez, WRJ Group; Sharon Brown, Digital Media Arts
Highlights of the presentation are as follows:
The RSCCD received a grant from the U.S. Department of
Commerce for the purpose of creating a Digital Media Incubator
· The City of Santa Ana sold one acre of land on Bristol Street, just
north of Edinger for $1 dollar to RSCCD
· In February 2002, the RSCCD Board of Trustees approved the
receipt of a $1.6 million grant
· The facility is scheduled to open in October 2004
· The architect firm, Arquitectonica, was hired to design the building,
working with staff from Santa Aha College and the district office
· Measure E bond funds will also be used
· Building features include 10,000 sq ft second floor to house,
support and nurture 10 to 15 developing digital media businesses
· 10,000 sq. ft. first floor of digital media production and post-
production equipment for rental to provide income to support the
building and to attract digital businesses to Santa Ana
· 8,000 sq. ft. of technically mediated flexible classroom, studio, lab,
and meeting space for Santa Ana College
· target market is the technology sector businesses associated with
digital media
· The Economic Development grant received can only fund "brick
and mortar" for economic development sites
· All EDA funds committed to this program must be for the sole
purpose of creating a business incubator and post-production
facility for job creation focused on Iow-income communities
· 150 jobs must be created and tracked during the first six years of
operation
· An advisory group comprised of professionals with knowledge,
skills and/or influence in the industry will be appointed in March,
2003
· Next steps include: convene Advisory Group; create
business/management plan; market the operations of the facility;
identify equipment needs; seek additional grants and donations

Budget and Program Task Force, presented by Mike Metzler
Director Metzler noted that the Board approved two items recommended
by the Budget and Program Task Force on tonight's agenda; he further
noted that the task force is currently reviewing and scoring the RFP's
received for the next funding round, and these results will be discussed at
the Task Force meeting on May 5, 2003; final recommendations will be

forwarded to the Board at the May 28, 2003 Empowerment Zone Board
Meeting
STAFF REPORTS
Bill Manis announced that the first annual FEZ Tax Credit Workshop
would be held on Thursday, May 8, 2003 at the Delhi Center and
businesses will learn about the significant savings a FEZ location can
achieve. Mr. Manis estimated that over 150 businesses would attend this
workshop

Director Bloom-Ramos
· Announced that the Resource Job Fair would be held on Saturday,
April 26, 2003 from 10:00 a.m. to 2:00 p.m.

· Announced that John Webb recently passed away and there will be a
memorial service held for him. Mr. Webb was a very active
humanitarian who was very involved with the family resoume canter

· Announced that the Santa Ana Chamber of Commerce was
sponsoring a breakfast at the Santa Ana Performing Arts Center on
Friday, April 25, 2003 at 7:30 a.m.
