Ogden Markel, Thomas W. Thurman, and Mayor Tom McMichael. Councilman James E. Carlson was absent, but arrived later. Also present were City Manager Carl J. Thornton, City Attorney William L. Mock, Director of Public Works Ronald Wolford, Planning Director Van Stevens, and Clerk of the Council Doris M. t~rown. MINUTES 6, 1967, were approved. MOBILE RADIO UNITS next meeting, on motion of Councilman M~rkel, and carried. On motion of Councilman Griset, seconded by Councilman Markel and carried, the Minutes of the Regular Meeting of November At the request of the staff, award of contract for 7 Mobile Radio Units, Spec° 654-12, was held over to the seconded by Councilman Thurman Councilman Carlson arrived at the meeting at 2:04 P.Mo TRUCK BODIES' ~ ~ ~ ~ 0n motion of Councilman Griset, seconded by Councilman Herrin and carried, Council ordered filed report of bids received for ~ Service Bodies for Trucks, Spec. 6~1-128; awarded contract to the low bidder, Jumbo Equipment Co. of California, Inc. at unit prices; and rejected all other bids. SEWER PROJECT S-50(t~ %% On motion of Councilman Herrin, seconded by Councilman Griset and carried, Council approved plans and specifications and authorized advertising for bids for Sewer Project S-50 in Flower, 8th, and 4th Streets, opening December 12, 1967. It was moved by Councilman Herrin, seconded by Cola~cilm-n Brooks and carried, that a letter be directed to the Freeway Signing C~ittee expressing appreciation of the City Council for their diligent effort and work. CITY COUNCIL 3R6 November 20, 1967 Councilman Markel stated he v~ted negatively in committee; that it was his opinion that someone other than the staff should establish rates of pay; and he wanted to present a minority report at next meeting. FOUNTAIN VALLEY AIRPORT Letter from Federal Aviation Administration regarding proposed airport on the west side of Santa Aha River, between Warner and Talbert~ was presented for consideration. On motion of Councilman Griset, seconded by Councilman Carlson and carried~ the staff was authorized to contact F~AoAo for extension of time to make a study of the proposal. Councilman Thurman asked a report be prepared as early as possible if Council must take action at the next meeting. On motion of Councilman Markel, seconded by Councilman Carlson and carrie~, it was directed that a letter of congratulation be sent to Mr. Unsworth. HOME RULE Co~ncilmaa Brooks requested that each member of the Council read the League Committee report regarding the principles of home rule before the next Council meeting so that it couId be discussed. RECESS At 5:05 PoM. the meeting was recessed to 7:30 PoMo at which time it was reconvened with the same Councilmen present, excep~ Councilm~n Thur~an, who was absent. Following the Pledge of Allegiance to the Flag, the Invocation was delivered by the Reverend Galal Gough of the First Methodist Church° TAXI OPERATOR APPEAL Nearing was'opened on an appeal filed by Gerald Farnswor~h from the PoliCe Chief's denial of a per, it to operate a taxicab, with the Clerk reporting notice of the hearing mailed as required by the Municipal Code, and no communications received other than'the'.appellant's statement. The appellant was not present, and no one desiring to speak frc~ the audience, the hearing was closed. It was moved by Councilma- Griset, seconded by Councilman Herrin, to deny permit to operate a taxicab in the City. The motion passed on the following roll call vote: AYES NOES AESE~Y Herrin, Brooks, Carlson, Griset, McMichael M~rkel Thurman APPEAL 201 - VA 67-88 Hearing was opened on an appeal filed By Davi~. G. Gerhardt from the Planning Commission's approval of VA 67-88, Mission Amusement Company, Inc., to permit retail sales an~ exchange of merchandise in the open in the C 2 District at 3700 W. McFadden. The Clerk reported notice of the hearing mailed to adjacent property owners with evidence on file, and no c.'~m-nications received. David Gerhardt spoke in opposition to granting of the Variance and presented petitions containing approxinately~ 60 signatures of the neighboring residents. The petitions were ordered filed, on motion of Councilw~n Eerrin, seconded by Councilman Brooks and carried. John Freeman, 907 So. Jackson, also spoke in opposition to granting of the Variance° Dale Heinly~ representing the owners of the property, spoke in favor of the Variance. The hearing was closed. On motion of Councilman Brooks, seconded by Councilman Herrin and carrie~, the appeal was denied and the City Attorney was instructed to prepare a resolution granting Variance 67-88, subject to conditions in Finding of Fact of the Planning Commission. CITY COUNCIL 332 November 20, 1967 STOP SIGN REQUEST C~ ho The staff report re6arding petition with approximately 492 signatures requesting stop sign at Main St. northbound off-ramp leading onto Bush sro (postponed ll/6 for completion of study) was considered by the Council. Mr. Fred Morse and Mrs° Wilson, both residents of Bush Street, spoke for the petitioners° The Buhlic Works Director explained the reasons the staff felt that there is not an appreciable hazard at the present time. After discussion of the problem at sOme length by Council, it was moved by Councilman Carlson, seconded by Councilman Nerrin and carried, that the request of the peitioners be granted to replace the stop sign on the off-ramp and that the staff come back with a report at a later date regarding disposition of the stop on Santa Clara° FINAL MAP - TRACT 6501 ~ ~ Final Tract Map 6501, filed by Parkwood HOmes, creating 52 lots north of 17th, west of Tmstin, was approved, dedications thereon accepted, and execution of subdivision agreement authorized, on motion of Councilman Herrin, seconded by Council- man M~rkel and carried. Coats, was presented° An application to use sidewalks at 515 Dyer Road to collect sigmatures on petition 11/20/67 - 12/20/67, filed On motion of Counci~ma~ Eerrin, seconded by Council Brooks and carried, it was directed that a letter be sent to Mrs. Coats advising her that a permit is not required ami that no Council. action i~ necessary° PARADE -~ The application of the Junior Chamber of Commerce for Christmas Parade on December 9th was approved, on motion of Councilman Nerrin, sedonded by Councilman Markel and carried~ CITY C05'NCIL 333 November 20, 1967 the followin~: On motion of Councilman Griset, seconded by Councilman Carlson and carried, authorizationwas granted to reimburse Metropolitan Water District, $3,800 to cover relocation costs of certain facilities on the Orange County Feeder for Project 30~, ~ristol between Sunflower amd Alton Southern California E~laon Company, $2~998.21 to cover relocation cost of transmission line for Project 201, Flower between Warner and Talber~o CIGARETTE TAX Council discussed proposed systems of allocation of cigarette tax, and it was moved by Councilman Brooks, seconded by Councilman Griset and carried, to~efer the matter to staff for report and recommendation in the best interest of the City of Santa Ama. CIVIC CENTER PARKING The City Manager explained to the City Council that the Civic Center Commission has requested that the Board of Supervisors and the City Council authorize the Civic Center CommissiOn to use a portion of the remainder of the money lef~ from the schematic plans for the Civic Center to enter into a contract with an architect for the final design of parking area, inasmuch as parking adjacent to the Courthouse is the next vital step in the Civic Center development. On motion of Councilman Brooks, seconded by Councilman Markel and carried, the Civic Center Comml ssion was authorized to use whatever amount is necessary of the residual balance of previously authorized monies to employ architects for drawing of final design of parking area. CAPITAL IMPROV~NTS The City Manager reported to the Council on the City's inability to finance a number of vital physical facilities such as sewers and storm drains because of the failure of the bond election. Mayor McMichael suggested he report to Council the amount of money needed. ORAL COMMUNICATIONS Janice Boer objected to individuals having items on Council agendm, having dinner with the Council, and questioned the Mayor's recent trip to Washington° On motion of Councilman Brooks, seconded By Councilm-n Griset and carried, the City Council authorized Mayor McMichael~s recent trip to Washington at City expense. Councilman Herrin remarke~ about the lighting of the 90 foot cross atop the Tower of Hope at Garden Grove Community Church which event took place this evening.
