CITY OF SANTA ANA, CALIFORNIA
December 18, 1967
The meeting was called to order at 2;00 PoMo in the Council Chambers, 217 North
Main Street with the following Councilmen present: Wade Herrin, Walter Brooks,
James E. Carlson, Lorin Griset, J. Ogden Markel~Thcmas W. Thurmanand Mmyor
Tom NcMichael. Also present were City Manager Carl J. Thornton, Assistant
City Attorney James Withers, Director of Public Works Ronald Wolford, Planning
Director Van Stevens, and Clerk of the Council Doris M. Brown.
MINUTES On motion of Councilman Herrin, seconded
by Cou/lcllm~u Brooks and carried, the
City Council approved as submitted the
Minutes of the Regular Meeting of December 4, 1967.
EXECUTIVE SESSION At 2:02 P.M. the City Council adjourned
to executive session for approximately
30 minutes to discuss advisory hoard
vacancies. The meeting reconvened at 2:30 PoMo with all Councilmen present.
PERSONNEL BOARD On motion of Councilman Brooks, seconded
by Councilman Herrin and carried, the
City Council appointed Rod Munro to the
Personnel Board to fill the office vacated by Robert Gunton for the remaining
term endim~ July l, 1968.
MUSEUM BOARD On motion of Councilman Brooks, seconded
by Councilman Nerrin and carried, Council
'appointed Frank Gelinas to the Bowers
Memorial Museum Board to fill the remaining term of Harry Chart, Jr. ending
July l, 1969.
DUMP TRUCK On motion of Councilman Griset, seconded
by Councilman Herrin and carried, Council
ordered filed report of bids received for
dump truck ~ith Over-head loader, Spec. 641-129; awarded contract to International
Harvester of Anaheim; and rejected all other bids.

SURPLUS BUILDINGS Council considered Report 3~-67 regarding
building at 1301 W. let and Report 36-67
regarding two residences at 1315 and
1323 W. let, recommending that Council declare surplus and authorize demolition.
Janice Boer protested the demolition of buildings prior to sale of surplus
property. A question By Councilman ~arkel regarding parking for the Saunders
property via lease frc~ the Santora Company was referred to the staff at the
suggestion of Mayor Mc~tichael. In answer to a questio~ by Howard l~yan, the
City Manager explained that the first segment of the First Street construction
was scheduled to start in June and be completed in September ~f 1968.
A motion by Councilman Thurman, seconded by Councilman Herrin, to declare
the buildings surplus and authorize demolition, was adopted w. ith Councilman
Markel voting "no".
SAFETY CO~fTEE Councilmen Griset and Carlson submitteed
the report of c~m~tttee formed to stud~
a staff recommendation that certain
school crossing guards be deleted. The report reccmmended that a citizen
government advisory c~ittee for traffic safety he created to advise,
recommend and support the City Council in the field of traffic safety; and
that the Council take no further action on protection and controls at
intersections used by elementary children until such time as the newly ~ .:
created committee can study the matter in depth and report its findings to
the City Council.
It was moved by Counci~ma~ Thurman, seconded by Councilman Herrin, that
the report be ordered filed and the recommendation accepted. The motion
was adopted with Couflcilman ~rkel voting "no", i~dicat~ng there should be
a time limit set.
RECESS At 5:50 PoMo the meeting was recessed
to 7:30 P.Mo at which time it was
reconvened with the same Councilmen
present. Following the Pledge of Allegiance to the Flag, the Invocation
was delivered by 'the Reverend Fred Niedringhaus of the Congregational Church.
