Pursuant to Section 34-183 of the Santa Ana Municipal Code, the City Engineer has
received this Final Map and is in the process of reviewing the map for final approval.
The City Engineer shall approve or disapprove this map within 10 days of this City
Council meeting.

EMERGENCY INTERIM ORDINANCE REGULATING BAIL BOND USES
- Planning and Building Agency
Motion: Adopt emergency ordinance. (Requires 6 affirmative votes.)
ORDINANCE NO. NS- 2639 - An emergency ordinance of the City of
Santa Ana adopting a 45 day temporary prohibition on the construction or
establishment of any new, or expansion of any existing, bail bond
business within the city.
Louis Pecora, Robert Munoz, Dave Hoen, Tom Smalley, John Schulte,
Juanita Galliford, Erwin Schawecker, and Paul Miller addressed the
Council with concerns about the establishment of a bail bond business on
Seventeenth Street in close proximity to a residential area.
Steffan Gibbs, Howard Kieffer, Albert Lissoy, Jerry Nicholson, Bob Drake,

and Dan Jackson raised concerns about the need for an urgency
ordinance; Mr. Gibbs, representing Aladdin Bail Bonds expressed concern
that this industry was being singled out.
Council discussion ensued. Mayor Pulido noted that the 45 day
moratorium would give the City the opportunity to look at the citywide
issues involving bail bond businesses

WORK STUDY SESSION
Mayor Pro Tem Franklin and Councilmember Bist left the meeting
WS.A.
W/O/R/K. CENTER- Deborah Sanchez, Economic Development
Specialist Ill, Community Development Agency presented an update on
the activities of the Santa Ana W/O/P,/K Center. Highlights of this
presentation are as follows:
· City Council appointed a Workforce Investment Board comprised of
35 board members; 51% of the Board represents the Private Sector
· The W/O/R/K center provides a one-stop center for adults and
youth seeking career focus, education, training, job search and
employment, and provides services to companies interested in
hiring and retaining employees
· The Center is a multi-agency center co-located with various state,
county, education, and community based organizations to provide
comprehensive services to the community
· The Center's goals include t he provision o f universal access a nd
integration of services; the Center is customer focused,
performance based, and outcome driven
· The City partners with many public, private and non-profit agencies
· There are four W/O/R/K Center locations within the City of Santa
Aha
· The following services are provided for job seekers: job listings,
layoff assistance, career counseling, workshops, skills assessment,
supportive services, vocational training, ESL and GED classes and
job search tools
· Using the Daisy Wheel model, the Santa Ana Youth Council
coordinates tutoring, study skills training and drop out prevention
programs for youth
· The Youth Council seeks out summer employment opportunities,
internships, and job shadowing opportunities
· Also provided is occupational skills training and leadership
development opportunities for youth
· Other services specifically for youth include: m entoring b y adults,
comprehensive guidance and counseling, alternative secondary
school referral, and follow-up for 12 months after program
completion
· The Daisy Wheel Network is a collaborative funded through the
Federal Empowerment Zone and includes the Cambodian Family,
Catholic Charities, Community Action Partnership of Orange
County, Delhi Center, Employment Development Department,
Orange County Conservation Corps, Mexican American

WORK STUDY SESSION
· Opportunity Foundation, Taller San Jose, Rancho Santiago
Community College District
· The Center also provides employers with necessary services to
recruit, train, and retain employees
· The Center projects that over 50,700 individuals will be served in
2003
· The industry experience of W/O/PJK Center customers include:
manufacturing (34%), service (19%), construction (15%), retail
(10%), transportation (10%), finance (5%) and aerospace (7%)
· The Center participated in over 20 community events, including:
the 2003 Career Job Fair, the Economic Recovery Job Fair,
Veterans Job Fair, Summer Youth Job Fair
· The Center provides immediate aid to dislocated workers who are
affected by plant closures or large layoffs
· Over 2,600 workers from 69 Santa Ana companies were served
during the past 17 months

Samuel Vance addressed the Council relative to enforcement notices
issued by the Planning and Building Agency to residents on Pine Street
Robert L. Henson Jr. thanked the Council for its past support of the annual
Black History Parade and Cultural fair
