The meeting was called to order at 2:00 P.M. in the Council Chambers, 217
North Main Street with the following Councilmen present: Wade Herrin, Walter
Brooks, James E. Carlson, Lorin Griset, J. Ogden Markel, ~hornas W.
Thurman, and Mayor Tom McMichael. Also present were City ~ianager
Carl J. Thornton, Deputy City Attorney Verne Tindell, Director of Public
Works Ronald Wolford, Director of Planning Van Stevens, and Clerk of the
Council Doris M. Brown.

FCC PROPERTY The City Manager described a proposal to
purchase from the United States of America
for public park purposes 57. 366 acres of
land at the southwest corner of Fairview and Edinger Streets, refer~ed to as a -~_
portion of the FCC Monitoring Station, in exchange for 3. 429 acres of City owned
land between Third and Fourth, Parton and Garnsey Streets.
It was moved by Councilman Griset, seconded by Councilman Brooks, that the
City Council authorize the City Manager, Carl J. Thornton, to execut~ an
Application to Purchase and to do all other acts necessary to consummate the
transaction. The motion was carried on roll call vote:

CITY COUNCIL ~1 November 18, 1968
CIVIC CENTER AUTHORITY The City Council considered the request from
the Civic Center Commission regarding
parking within the Civic Center and the request
that two Council members be appointed to meet with the Commission members and
the Board of Supervisors to determine the powers of the Civic Center Commission.
On motion of Councilman Brooks, seconded by Councilman Herrin and carried,
Council authorized formation of a committee of two representatives from the City
Council and directed that they uphold the rights of our City. Councilman Markel
stated he would like the Council representatives to suggest consideration of high
rise parking. Mayor McMichael appointed the Council Committee, as requested
by the Civic Center Commission, consisting of Vice Mayor Herrin and himself.

TOWING SERVICES

After a brief discussion, it was moved by Councilman Griset, seconded by Councilman
Carlson, to approve the list of proposed regulations for the police towing list with
the correction that Item n. on Page 4 be changed to read, "One of the tow trucks

Councilman Thurman returned to the Council table.
STADIUM SPEAKERS After considering the Manager's report regard-
ing revisions to the public address system in
the Municipal Stadium, it was moved by Council-
man Brooks, seconded by Councilman Griset and carried, to postpone action on this~
matter for possible consideration in next year's budget.
SURPLUS BUILDINGS

declared surplus the following buildings and
Surplus Property Report 30-68 - Service station at 415 North Ross;

SURPLUS LAND Council considered Report 28-68 regarding
FIRST AND BRISTOL 22,334 square foot parcel on northwest corner
of First and Bristol. It was moved by Council-
man Herrin, seconded by Councilman Brooks, to declare the property surplus,
authorize sale at auction on January 20, 1969, 7:30 P.M., with a minimum bid
of $80,000; and direct the Santa Ana-Orange-Tustin Board of Realtors to designate
a broker of record and authorize a multiple listing agreement with said broker
with a five percent commission. Mayor McMichael stated opposition to selling
the property at the present time.

SURPLUS LAND Council considered Report 29-68 regarding
FIRST, EAST OF BRISTOL 16, 892 square foot parcel on the north side
of First Street, east of Bristol. It was moved
by Councilman Brooks, seconded by Councilman Carlson, to declare the property
surplus, a/lthorize sale at auction on December 9., 1968, 7:30 P. M., with a minimum
bid of $38,000. The motion was carried on the following roll call vote:

FINAL MAP, TRACT 3461 Final Tract Map 3461, filed by Long Beach

BUSINESS PROMOTION i%I,?.T'~ Z ? Butt Smith, Executive Director of the Downtown
DISTRICT Santa Aha Association, presented a progress
report to Council of the Business Promotion
District to the present time, explaining that a meeting ~as., scheduled with the
dissident merchants to explain the purpose of the ordinance to them; and reported
that they were about ready to proceed with the Fourth Street Mall, the second
step in the program.
OVERLAPPING DISTRICTS The City Manager explained to Council that a
problem existed in regard to the overlapping
of certain portions of the Garden Grove
Sanitary District within the City of Santa Ana, and that people in the area are
being charged for trash collection by both agencies.
On motion of C~ouncilman Griset, seconded by Councilman Herrin and carried,
the Mayor was authorized to appoint a Council committee to meet with a committee
from the Garden Grove Sanitary District to try to resolve the problem. Mayor
McMichael appointed a committee consisting of Councilman Brooks, Councilman
Thurman and himself to work with a committee of the Garden Grove Sanitary District
and come back with a recommendation.
RECESS At 4:40 P.M. the meeting was recessed to
7:30 P.M., at which time it was reconvened
with all Council members present. Following
the Pledge of Allegiance to the Flag, the Invocation was delivered by Barney
Kinard, youth Director of the First Baptist Church of Tustin, followed by a minute
of silent prayer ~ memory of the late Sky Dunlap.

COUNCIL ~rISITORS May.o.r McMichael welcomed the visiting
, :members of the Exchange Club, the Native
s~ns of the Golden West, and the Native Daughters
of the Golden West and introduced Mr. Joe Green, President of the Exchange Club
and Mr. Willis Van Buren, President of the Native Sons of the Golden West. Mrs.
Jo~ Elliott, Native Daughters of the Golden West, introduced Mrs. Robert Lingscheid,
President of the Santa Ana Chapter, who presented a United States Flag to the
Council. Mayor McMichael accepted the Flag with thanks on behalf of the City Council.
SPECIAL RESOLUTION

Mayor McMichael presented a Special Reso-
lution of Commendation and a Key to the City
to Edward Caruthers, Olympics Silver Medal
RETIREMENT CONTRACT The City Council considered the introduction

the Retirement System Contract. Councilman
Herrin and Mayor McMichael expressed opposition to an increase in the retirement
benefits.

OVERTIiVLE PAY The Manager's report recommending premium
pay for overtime work was considered.
Clarence Conklin, President of the Santa
Ana City Employees' Association, urged Council to consider the ~ecommendation
favorably. On motion of Councilman Griset, seconded by Councilman Brooks,
the policy was approved as recommended and the City Attorney was instructed
to prepare an ordinance. On roll call vote:

MERIT INCREASES The communication from Frederick E. Hopper
regarding Personnel Memorandum dated
October 10, 1968 was ordered filed, on motion

Manager explained the City Attorney agreed with Mr. Hopper's opinion and the
procedure is being revised.

VA 67-119 The request by Christeson Development Co. for
TIME EXTENSION a 90 day extension of time on VA 67-119 to
construct single family dwellings with less than
required street side yards in the R 1 District (2nd request) was approved, on motion
of Councilman Herrin, seconded by Councilman Griset and carried.
VA 2095 The request by Suburbia, Inc. for a 90 day
TIME EXTENSION extension of time on VA 2095 to construct 24
unit apartment building in the R 2 B District
with less than required parking at 806-14 S. Cypress (7th request) was approved,
on motion of Councilman Herrin, seconded by Councilman Griset, on roll call vote:~ ]

ABSENT: None
Councilman Markel suggested a policy to limit the number of such requests.
REIMBURSEMENTS
On motion of Councilman Griset, seconded by
Councilman Herrin and carried, the following
reimbursements were approved:
To Steven Turville $2, 749.17 for improvements on southwest corner of
17th St. and English St.;
To Security Fore Corp., $2,567.20 for off-site construction of a City
Master Plan 8" sewer in Glasse11 St. at Grovemont St.
NEIGHBORHOOD YOUTH CORPS On motion of Councilman Herrin, seconded by
Councilman Brooks and carried, the Mayor was
authorized to execute the Letter of Intent to act
as training agency for Neighborhood Youth Corps.
SOLICITATION APPLICATIONS On motion of Councilman Carlson, seconded by
Councilman Griset and carried, Council
approved the Solicitation Application of Salvation
Army, Christmas Kettle program, November 29 - December 24, 1968.
On motion of Councilman Herrin, seconded by Councilman Brooks and carried,
Council approved the SoLicitation Application of Seventh Day Adventistj Annual
Ingathering of Funds, November 20 - December 31, 1968.
ADJOURNMENT At 8:40 P. M., there being no further business
to come before the City Council, the meeting
was adjourned, on motion of Councilman Herrin,
seconded by Councilman Brooks and carried.
