and determined by a vote of 5:0 (Lutz and Nalle absent) that Amendment
Application No. 2003-05 be adopted to create consistency with the General
Plan, which designates this property as Low Density Residential.
The City Council also adopts as findings all facts presented in the Request
for Council Action dated September 15, 2003 accompanying this matter.
For these reasons, and each of them, Amendment Application No. 2003-05
is hereby found and determined to be consistent with the General Plan of
the City of Santa Ana and otherwise justified by the public necessity,
convenience, and general welfare.
Se~ion 2. The City Council finds and determines that Environmental Impact
Report (EIR) No. 97-1, previously adopted and certified by this Council, adequately
addresses the impacts of this Project and that said EIR may be applied to this Project
pursuant to the California Environmental Quality Act (CEQA) and the State CEQA
Ordiance No. 2638

Pursuant to Title XlV, California Code of Regulations ("CCR") § 735.5(c)(1), the
City Council has determined that, after considering the record as a whole, there is no
evidence that the proposed project will have the potential for any adverse effect on
wildlife resources or the ecological habitat upon which wildlife resources depend. The
proposed project exists in an urban environment characterized by paved concrete,
