OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA, CALIFORNIA
July Z, 1969
The meeting was convene~ at 4:00 P.M., in the ~iayor s Office at City Hall,
217 North Main Street, Order of Adjournment having been posted, with evidence
~n file in the office of the Clerk of the Council. Councilmen present were:
Wade Herrin, Walter Brooks, J. OgdentMarkel, and Mayor Griset. Councilmen
Jerry M. patterson, Thomas W. Thurrn~n ,a~d Ray Villa we.r.e absent, but
CoUncilmen Patterson and Villa arrived ~t 4.30 P.M., and 4.50 P.M., respectively.
Als° present were City Manager Carl J.l Thornton, Clerk of the Council Florence
I. Malone, and a representative of the P?ess.

Budget for 1969-70 and completed its
During consideration of the proposed Capital Outlay expenditures, the Mayor
recognized Mrs. Sanice Boer, 912 N. Lowell, who inquired if a tape recorder
for Council meetings and a sound system replacement for the stadium had been
provided for in the proposed Budget. The City Manager advised that no pro-
vision had been made for those items. Mrs. Boer also questioned the need for
a "city automobile" by the City Attorney's Department.
CoUnciln~an Markel stated that he would take the proposed Budget under submission.
CoUncilman Patterson stated that he was pleased with the Budget; that in addition
tom property tax increase, other sources of revenue should be fully explored.
Councilman Herrin stated that the tax rate increase should have been on a
gradual scale in proportion to the increased costs of government over the past
years; tl~at we have now come to a point where it is necessary to make up for
lost time; and that he would also like to review again some of the additional tax
source 8 ·
Mayor Griset stated that past years' tax rate reductions were unrealistic in face
of the demands made on city government for services, the population expansion,
and the problems of inflation; that even the proposed Capital Improvements do not
cover all of the things that need to bedone; and that the passage of bond issues
represents the only kind of sound financing to meet the City!s needs.
CoUncilman Villa stated that endeavoring to gain public approval and understanding
of the necessity for the proposed tax rate increase was the greatest problem
facing the Council.
Councilman Brooks stated that the community should be made to realize that
passage of a bond issue would mean an immediate decrease in the tax rate.

Councilman Patterson stated that "the biggest bargain you can get today is at
City Hall in terms of local government"; that the tax increase represents a
$13.00 annual increase for the averag~ home owner; and that it would not be
an unbearable burden.
The City Manager stated that if the proposed tax rate increase were adopted,
Santa Ana would no longer have the lowest total tax rate in the County, but that
it would not be higher than the third lowest in the County.
