Fred Fox, Bob Martinez, Gregory Ware, Joe Vargas, Ray Burruel, Al
Ybarra, and Dave Biondolillo addressed the Council and expressed
concerns relative to the proposed landscape maintenance agreement and
the subsequent loss of City employee jobs. Each speaker expressed
concerns about the practice of contracting out work.
Michael Metzler, of the Santa Ana Chamber of commerce spoke in
support of the landscape maintenance agreement and noted that this was
a very difficult but necessary step for the City Council to take.
Council discussion ensued. Members expressed the need for the action
due to the City's current financial situation but also expressed the need to
continue to partner with the employees and the Service Employees
International Union (SEIU).

PUBLIC COMMENTS
Pat Mill spoke in opposition to the installation of a monument sign for the
Little Saigon Business District and also expressed concerns relative to
mail she is receiving with an incorrect property owner name; Ms. Mill
stated that she believes the address information came from lists sold by
the City to businesses.
John Wesson expressed concern that the situation related to banners,
signs and balloons on Harbor Boulevard has still not been resolved; he
also invited the Council and residents to the West side Christmas Party for
Kids on December 10th .

COMMENTS
Desi Reyes commended the Council for its hard work during the year
CITY COUNCIL COMMENTS
Councilmember Garcia
· Reminded staff that the Harbor Boulevard merchants should be
brought back to the table to discuss banners, signs and balloons.
· Announced that the annual Christmas Celebration sponsored by the
Santa Ana Police Department and the Westend C.O.P. Association will
be held at the Riverview West Market Place at McFadden and Harbor
Boulevard on December 10th from 4 P.M. to 7 P.M
· Noted that he has just completed his first year on the City Council.
Councilmember Solorio
· Asked staff to look into the concerns expressed by Ms. Mill relative to
mail that was incorrectly sent to her address
· Thanked the SEIU leadership and City staff for coming forward with
alternative proposals for landscape maintenance in City parks
· Announced that the French Park Home Tour will be held on December
13-14, 2003
Councilmember Christy
· Asked that the City Council adjourn in memory of Bob Crevier, owner
of Crevier BMW in Santa Ana. She noted that the dealership, located
in the Santa Ana Auto Mall, sells more than 5,000 vehicles a year and
has 270 employees. Crevier BMW has been No. 1 in sales in the
world for the past two years, and the success is due largely to Bob's
commitment to honesty and fairness
· Wished everyone a happy and safe holiday season
Councilmember Bist
· Invited all residents to the annual French Park Home tour on
December 13-14, 2003 and wished everyone a wonderful holiday
season
Councilmember Alvarez
· Commended staff for all the hard work on the landscape maintenance
issue and requested that staff continue to work with the SBU on
solutions
· Reminded all residents to be particularly cautious during the holiday
season and to avoid being victims; she noted that during this time of
year holiday shoppers are frequently targeted by criminals
· Reminded all residents to make sure that Christmas trees do not get
too dry and become potential fire hazards

Mayor Pro Tem Franklin
· Asked the City Manager to respond in writing to the concern raised by
Ms. Mill.
· Congratulated Police Chief Paul Walters for receipt of a $15,000,000
anti-terrorist federal grant; he noted that the grant amount was the
ninth largest in the nation
· Noted that there was an article in the Los Angeles Times relative to a
university in Canada with a very high academic reputation and a Iow
tuition cost. He requested that the Mayor contact the school and seek
its participation in the annual student expo in Santa Ana
· Asked that the meeting be closed in memory of Novel Bruce James
· Wished residents Merry Christmas
