Reject the bid for fire hose from FS3 - Fire Service Specification
& Supply as nonresponsive to the specifications.
Award contracts for the purchase of fire hose, miscellaneous fire
equipment, and Cairns fire helmets in the amounts as follows:

DISCUSSION
The Santa Aha Fire Department has established an ongoing replacement
program for fire hose and maintains miscellaneous equipment such as
hand tools, gloves, goggles, and fire helmets. Fire hose is replaced
at a rate of one engine load per year, eliminating a need for mass
purchases. The replaced fire hose is used on reserve fire apparatus or
stored for unexpected emergencies.
The Fire Department's Maintenance Section also replaces damaged and
extremely worn hand tools as needed. Safety equipment such as gloves,
goggles, and fire helmets are replaced as necessary when deemed
inadequate for protection. The recommended action will allow for fire
hose replacement and the purchase of the necessary equipment to
facilitate the Fire Department in daily operations.

The notice inviting bids was advertised on December 19-20, 2003, and
bids were solicited. A summary of the bid invitations and bids
received is as follows:

Bids were received and opened on January 6, 2004 (Exhibit 1). Fire
hose requirements and specifications were based on approved
manufacturers of fire hose, and testing conducted by the Santa Ana Fire
Department. FS3 - Fire Service Specification & Supply bid an
unapproved manufacturer of fire hose and is therefore nonresponsive.
The bids received from the recommended vendors for fire hose,
miscellaneous fire equipment, and Cairns fire helmets are responsive to
the specifications and meet the City's requirements. The cost of the
fire equipment, when cor0bined with previous purchases during the
current fiscal year from L.N. Curtis & Sons, exceeds the $10,000
aggregate limit and requires City Council approval.
