RECOMMENDED ACTION
Direct the City Attorney to prepare, and authorize the City Manager and
the Clerk of the Council to execute, an agreement with TSCM Corporation
or steam cleaning Downtown sidewalks for a 12-month period with two 12-
onth renewals in the annual amount of $105,000..
DISCUSSION
In January 2003 staff reviewed the Downtown steam-cleaning program and
studied the frequency, cleaning methodologies, and effectiveness of the
current maintenance approach. It was determined that the present program
specifications have been successful in providing a reasonably clean
comraercial environment. Under the existing program, three linear blocks
are cleaned each night, five nights a week, Wednesday through Sunday.
Based on this schedule, it takes five weeks to complete one full cleaning
cycle pursuant to the delineated areas in the attached map (Exhibit A).
The program also allows for additional cleanings as needed for major
spills or to prepare for events. In addition, the steam cleaning will
comply with the City's National Pollutant Discharge Elimination System
(NPDES) permit.
On April 9, 2003, a Request for Proposals (RFP) was issued to 18
qualified vendors to provide steam-cleaning services; the RFP was also
published on April 12 and 13, 2003, in The Orange County Register. The
summary of the Request for Proposals is as follows:

Each respondent's proposal and price quotations were rated using the
following criteria: pricing, history of like services, clarity and detail
of submitted proposal. The maximum obtainable score is 300. The ratings
for the three respondents are as follows:

TSCM was the only responsive firm, has a contract for steam cleaning at
The Depot at Santa Aha, is currently cleaning the Downtown, and has
rendered a high standard of service. They addressed their proposed work
plan in detail, and their efforts in the Downtown will meet or exceed the
required level of cleanliness.
Program funding is available due to the April 7, 2003, resolution adopted
by City Council. with that action the City .Council earmarked twenty
percent of the new income achieved from the parking meter rate increase
would be reinvested in the Downtown for additional and supplemental
security and maintenance services. During the first seven months of the
meter rate increase, the monthly twenty percent average revenue increase
is $9,000. Therefore, funds from this increase in revenue will cover the
cost of the steam-cleaning program.
The only alternative is to not award the contract, which would result in
no steam cleaning services in Downtown. This would be detrimental to the
Downtown resulting in an unacceptable level of maintenance of the City
sidewalks.

FISCAL IMPACT
Funding for the contract has been derived from the increased parking
meter revenue in the Downtown. Funds are now available for this contract
in the Parking Enterprise Fund Account (account no. 027-013-6291).
