Adopt a resolution supporting federal funding of a pedestrian safety
project in the City and authorizing the Executive Director of the Public
~oOrks Agency to submit the project for funding consideration under the
ffice of Traffic Safety Grant Program.
DISCUSSION
The State of California Office of Traffic Safety (OTS) has issued a call
for projects for the Office of Traffic Safety Grant Program for Federal
Fiscal Year 2005. This is a federally funded grant, which provides funds
to address pedestrian safety and police traffic services. This grant
application provides for a pedestrian public outreach campaign, study to
inventory citywide school signage, new radar trailers, and police
enforcement.
Staff is requesting authorization to submit a joint OTS grant application
between the Public Works Agency and the Police Department for OTS funding
for fiscal year 2004/2005 in the amount of $319,855. Given the need for
pedestrian safety outreach efforts, staff recommends that the City
Council adopt a resolution supporting federal funding of this project and
authorizing the Executive Director of the Public Works Agency to submit
the designated project for funding consideration under the Office of
Traffic Safety Grant Program.

FISCAL IMPACT
The OTS Grant Program provides funds for staff overtime to conduct grant
program activities. However, the City will need to contribute staff time
for program coordination, supervision, administration, and evaluation.
Funds for the City's contribution for the program will be budgeted as
part of the normal operating budget for the City's FY 2004-05 and FY
2005-06 budgets.

RESOLUTION NO. 2004-010
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA SUPPORTING STATE FUNDING OF A
PEDESTRIAN SAFETY PROGRAM AND AUTHORIZING
THE SUBMITTAL OF AN APPLICATION FOR FUNDING
UNDER THE STATE'S OFFICE OF TRAFFIC SAFETY
GRANT PROGRAM
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby finds, determines
and declares as follows:
A. The State of California created the Office of Traffic Safety (OTS) to administer
the use of federal transportation funds allocated through the National Highway Safety
Act, for traffic safety projects; and
B. OTS makes grants available to local governmental agencies to develop traffic
safety programs based on the results of a statewide competition; and
C. OTS has determined that priority areas for funding include pedestrian safety
programs; and
D. The City Council of the City of Santa Ana supports efforts to improve
pedestrian safety in the City of Santa Ana through a Santa Ana Interagency Pedestrian
Safety Program (hereinafter referred to as the "Program") involving education and
enforcement of pedestrian safety laws.
Section 2. The City Council of the City of Santa Aha supports State funding of
the Program in the City of Santa Ana, and authorizes the Executive Director of the
Public Works Agency or his designee, to execute in the name of the City of Santa Ana
all necessary applications required to be submitted to OTS for the Program under
California's Office of Traffic Safety Grant Program.
Section 3. This Resolution shall take effect immediately upon its adoption by
the City Council, and the Clerk of the Council shall attest to and certify the vote adopting
this Resolution.
