HomeMy WebLinkAbout55C - URBAN AREAS SECURITYREQUEST FOR COUNCIL ACTION ~I~Ty COUNCIL MEETING DATE: FEBRUARY 2, 2004 TITLE: 2004 URBAN AREAS SECURITY INITIATIVE GRANT PROGRAM CLERK OF COUNCIL USE ONLY: APPROVED [] As Recommended [] As Amended [] Ordinance on 1st Reading [] Ordinance on 2nd Reading [] Implementing Resolution [] Set Public Hearing For CITY MANAGER CONTINUEDTO RECOMMENDED ACTION Adopt a resolution authorizing the City Manager, Chief of Police and the Fire Chief to submit a grant application to the State of California, Office of Emergency Services for the fiscal year 2004 Urban Areas Security Initiative Grant funding program. ~CUSSION The United States Department of Homeland Security, Office of Domestic Preparedness has developed the Urban Areas Security Initiative Grant .funding program (UASI). UASI provides funds to local emergency first responders to enhance security and overall preparedness to prevent, respond, and recover from acts of terrorism. The grant specifically provides funding for anti-terror equipment, planning, training, exercises, and technical assistance. Designated urban area cities are required to apply for the grant through the State Office of Emergency Services. The City of Santa /Lna has been selected as a Designated Urban Area City and is eligible for Department of Homeland Security UASI program funds. The City of Santa Aha Police and Fire Departments will work with the County of Orange and cities within our Urban Area to determine current capabilities and needs, and to establish goals and objectives. The Santa Ana Urban Area will work in collaboration with the City of Anaheim and its Urban Area to develop complimentary implementation strategies for responding to acts of terrorism. Iss 1/28/2004 RESOLUTION NO. 2004-011 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AUTHORIZING THE CHIEF OF POLICE TO EXECUTE A GRANT AWARD AGREEMENT WITH THE STATE OF CALIFORNIA OFFICE OF EMERGENCY SERVICES FOR THE FISCAL YEAR 2004 URBAN AREAS SECURITY INITIATIVE (UASI) GRANT PROGRAM BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of the City of Santa Ana hereby, finds, determines and declares as follows: The U.S. Department of Homeland Security's Fiscal Year 2004 Urban Areas Security Initiative (UASI) Grant Program makes funds available to local law enforcement agencies to enhance security and overall preparedness to prevent, respond to, and recover from acts of terrorism. These funds are authorized for use in the purchase of anti-terror equipment, planning, training, exercises and technical assistance. The City of Santa Ana, by and through the Santa Ana Police Department, wishes to apply for UASI Grant Program funding to enhance its ability to respond to acts of terrorism. Section 2. The City Council of the City of Santa Ana hereby authorizes and directs the City Manager, the Chief of Police and the Fire Chief or their designee(s) to submit a grant application to the State Office of Emergency Services, and to execute on behalf of the City of Santa Ana, all required grant documents, including extensions and amendments thereof. Section 3. Grant funds received hereunder shall be used to supplement existing funds, and will not supplant funds that have been appropriated to enhance the City's ability to provide homeland security to the citizens of Santa Ana in response to threats or acts of terrorism. Section 4. This Resolution shall take effect immediately upon its adoption by the City Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution. 55-C.
