AMENDMENT TO 1999 EMPOWERMENT ZONE PLANNING AND IMPLEMENTATION GRANT NO. EZ-99-CA-000i. . HUD's Appropriation for Fiscal Year 2002 provides an additional $45,000,000 for grants in connection with the second round of the Empowerment Zones program in urban areas designated by the Secretary in 1999 pursuant to the Taxpayer Relief Act of 1997. This appropriation includes $3,000,000 "for each empowerment zone for use in conjunction with economic development activities consistent with the strategic plan of each empowerment zone." To implement this provision of law, the following amendment is made to the third paragraph of this Grant Agreement: At the end of the existing paragraph a new sentence is added, to read: - In addition to amounts previously provided, and subject to the provisions of this Grant Agreement, HUD will make additional grant funds in the amount of $3,000,000 available to the EZ. Box 1988 Santa Ana, CA 92702 Dear Ms. Lahey: We are enclosing a copy of the Amendment which adds $3,000,000 in HUD grant funds from the Year 2002 appropriation to the existing HUD Grant Agreement for the Round II Empowerment Zone # EZ-99-CA-000I in Santa Ana, California. The original signed Amendment should be attached to the existing HUD MOA and Grant Agreement. The Grant Agreement for the Empowerment Zone has been amended each year since the 1999 MOA, since funds are appropriated annually by Congress. All of the following documents should be in your records: 1999 MOA and Grant agreement for $3 Million. 2000 Amendment for $3.6 Million 2001 Amendment for $5 Million 2001 Amendment for $7.3 Million 7.002 Am...nrlm...nt for $1 Minion Total through 2002 =$2I.9 Million Please make sure you have the originals of all these documents and notifY our office of any discrepancies. Advice and Check Sheet for Amendment to EZ To place funds under the Grant Agreement quickly so the funds are available for use it is suggested that the below procedures are followed: 1. Make sure all signatures, dates, and titles are filled in before forwarding to Governor's office. All parties who signed the Grant Agreement must sign the amendment. See first paragraph Df existing Grant Agreement if there are questions. 2. Call Governor's Office when ready to mail to determine who will be handling the package there. Please provide the Renewal Communities and Empowerment Zones Office with the name/phone number and fax # of person who is handling for the Governor's office. 3. When the package is received by coordinator in City/County, please call the Office of Renewal Communities and Empowerment Zones at (202) 708-6339 to let us know that it has been received. You can leave messages with John Haines. (See #6 below for telephone number) 4. Please forward to City/County by hand, if possible, to expedite processing and/or use special messenger service to make sure expeditious handling occurs and signatures, dates, and titles are obtained quickly. 5. Use control maiI/Federal Express, etc., to expedite signature of-Governor or authorized state official and forward to the attention of John Haines at U.S. Department of Housing and Urban Development, Suite 7130, 451 7th Street, SW, Washington, DC 20410. 6, When Governor's office dispatches to Office of Renewal Communities and Empowerment Zones, please let the office know that all three signed originals of amendment are on their way and the form of transmittal (Federal Express). The contact person is John Haines, who can be reached at (202) 708-6339, ext 4616. 7. Please place a copy of this Advice and Check Sheet in the transmittal package to the Governor's Office.
