RECOMMENDED ACTION
Award a contract to Bird Busters for the purchase and installation of
bird control devices in an amount not to exceed $13,514.
. DISCUSSION
The California Department of Health Services conducted a sanitary
survey of the West Pumping and Reservoir Station, which is maintained
by the City's Water Resources Division. The survey identified areas of
improvement that would help reduce the risk of contaminating the
reservoir's drinking water. As a result, bird control devices,
including netting and "bird wire", will be installed at the reservoir
to create an unstable landing area for pigeons and larger birds.
The notice inviting bids was advertised on November 21-22, 2003, and
bids were solicited. A summary of the bid invitations and bids
received is as follows:

Bids were received, opened on December 22, 2003, and evaluated (Exhibit
1) . The bid received from Bird Busters, a Santa Ana vendor, is
responsive to the specifications.
