Curtis & Sons for firefighter protective clothing based on the City of Carlsbad' scontract with L.N. Curtis & Sons, in an amount not to exceed $40,000; and add an additional $10,000 . on the annual blanket contract for fire safety and rescue equipment. DISCUSSION The California Occupational Safety and Health Administration (CalOSHA) mandates minimum requirements for firefighter protective turnout clothing. In compliance with the National Fire Protection Agency (NFPA) requirements of five-year service life, the Fire Department has established a replacement schedule for turnout clothing. With approximately 200 firefighters and 60 reserve firefighters, the replacement program is an ongoing process.. The recommended actions will allow for another phase of turnout coat and trouser replacement. On February 3, 2003, the City Council awarded a contract to L.N. Curtis & Sons for the purchase of firefighter protective turnout clothing based upon the City of Carlsbad contract. The contract has since expired and updated specifications are being prepared for a new bid. During the interim period, L. N. Curtis & Sons has agreed to provide General Services Administration (GSA) pricing until a new contract is established. . 22P-1 ,.... Contract Amendment Protective Turnout (Spec. 03-003) March 15, 2004 Page 2 for Firefighter Clothing In addition, the City establishes blanket order contracts with various vendors on an annual basis. The contracts facilitate purchases that are required on a recurring basis and reduce the number of small value orders. Such orders include special safety and rescue equipment such as tools for fire apparatus, rope and harnesses, and hose adapters and nozzles. The purchase of the firefighter protective clothing, whèn added to the vendor's fiscal purchases, will exceed the $10,000 aggregate total, and require Council approval. Staff recommends Council approval of a $lO,OOO blanket order contract. FISCAL IMPACT Funds are available in the Fire Department's Fire Maintenance Operating Materials and Suppl'es account (account no. 11-327-6391).
