Award a contract to R. J. Noble Company, the lowest responsible . bidder, in accordance with unit bid prices in the estimated amount of $483,934.25 for construction of Euclid Street Rehabilitation from the south City limits to McFadden Avenue. 2. Approve a Funding Analysis with a total estimated construction cost of $606,700. DISCUSSION Euclid Street is a north-south corridor, which is designated as a major arterial highway in the City's Circulation Element of the General Plan. The rehabilitation of Euclid Street between the South City Limits and McFadden Avenue has been a long-term goal (Exhibit 1). Several other segments of Euclid Street have been rehabilitated in previous fiscal years. This project includes pavement rehabilitation, sidewalk repair, curb and gutter, and handicapped access improvements. Once completed, these improvements will enhance the ride quality, surfa~e drainage, and visual appearance of the street. The Notice Inviting Bids was advertised on December 9 and 10, 2003 and bids were opened on January 9, 2004. Noble Company, for $483,934.25, which is below the Engineer's estimate of $537,000. ENVIRONMENTAL IMPACT After Completion of Environmental Review ER 2003-241, a Categorical Exemption will be filed for this project pursuant to the California Environmental Quality Act. FISCAL IMPACT The Funding Analysis shows a total estimated construction cost of $606,700 for the project (Exhibit 2). Funds are available in the Select Street Construction Fund (account no. 59-551-6631) and in the Measure M Street Construction Fund (account no. 32-551-6631).
