3. Approve a Funding Analysis with a total estimated construction cost
of $355,500.
DISCUSSION
The Santiago Park Wildlife Viewing Facility consists of constructing two
wildlife habitat viewing facilities along the Santiago Park Trail
(Exhibit 1). The facilities are designed as an amphitheatre type setting
with stone benches and open long structures, which will provide a safe,
relaxing and educational environment for individuals and small groups to
view birds and other wildlife within their natural habitat. These viewing
facilities will be linked by an informal path to the future Nature Center
across the creek where the main interpretation exhibits and programs will
be presented.
The Notice Inviting Bids was advertised on January 15 and 16, 2004, bids
were opened on February 18, 2004. A summary of the bid invitations
mailed, the bids received, and the bid results follows.

A total of three bids were received and' two were responsive. MJ
Contractor submitted a bid in an amount of $203,410. Two days after the
bid opening, MJ Contractor requested to be relieved of the bid, stating
that they had made a clerical error in filling out the bid. After
examining MJ Contractor's bidding documents, staff has found sufficient
grounds for the relief and therefore recommends that MJ Contractor's
request be granted. The lowest responsible bid was submitted by Hondo
Company Inc., for $284,426, which is above the Engineer's estimate of
$205,363.
ENVIRONMENTAL IMPACT
Environmental Review ER 2000-102 has been performed and Categorical
Exemption has been filed for this project pursuant to the California
Environmental Quality Act.
FISCAL IMPACT
The Funding analysis shows a total estimated construction cost of
$355,500 for the project (Exhibit 2). The funds are available in the
Land and Water Conservation Grant Fund (account no. 156-247-6631) and the
Capital Outlay Fund (account nos. 51-250-6631 and 51-271-6631).
