Direct the City Attorney to prepare and authorize the City Manager
and Clerk of the Council to amend an agreement with the Metropolitan
Water District, Municipal Water District of Orange County and Orange
County Water District for the construction and operation of a water well
at the Santa Ana Stadium. .
DISCUSSION
In April 2001, the Metropolitan Water District of- Southern California
(MWD) approved funding for a groundwater storage program proposed by the
Municipal Water District of Orange County and the Orange County Water
District (OCWD). The ground water storage program allows for 60,000 acre
feet. of excess MWD surface water supplies to be delivered by MWD and
stored during normal and wet years in the Orange County groundwater
basin.
During drought or emergency periods, as much as 20,000 acre feet could be
extracted from the groundwater basin under this program. The storage
program includes funding for eight new water wells strategically located
in the OCWD service area. The wells will be connected to the individual
city's water system and will provide backup pumping capacity.

The City qualified to participate in the program and entered an agreement
to construct a new well at Mabury Park. OCWD is offering Santa Ana the
opportunity to construct a second well under this program. The second
well will be located at the Santa Ana Stadium at the northwest corner of
Sixth Street and Flower Street.
The design and construction costs for the Stadium well will be paid for
by OCWD with storage program funds. An existing trailer used for office
purposes by City staff will need to be removed. The replacement office
space will be included in the new well building construction. OCWD is
requesting that the City of Santa Ana pay an estimated $50,000 for the
cost of this office space.
The program requires each participant to meet certain milestones.

ENVIRONMENTAL IMPACT
In accordance with the California Environmental Quality Act, a Mitigated
Negative Declaration has been prepared to evaluate potential long-term
and short-term environmental impacts associated with the construction and
operation of the proposed water well at the Stadium. The Mitigated
Negative Declaration determined that with the incorporation of mitigation
measures there would be no avoidable adverse environmental impacts
associated with implementation of the project.
The Mitigated Negative Declaration was circu*ated for a 30-day review
period to the general public, homeowner association groups within the
project area, and effected state and local agencies. The review period
extended from January 28, 2004 to February 26, 2004. At this time no
substantial comments have been raised concerning the project and staff is
requesting that the City Council approve and adopt the attached Mitigated
Negative Declaration and Mitigation Monitoring Program, ER No. 2004-23.

FISCAL IMPACT
Funds for the office space replacement are available in the Water Utility
Capital Projects Acquisition and Construction fund (account 66-579-6635).
