RECOMMENDED ACTION
Adopt a resolution authorizing the City's participation in the South
Coast Air Quality Management District's grant application to the
Department of Energy's Clean Cities Program.
DISCUSSION
. The South Coast Air Quality Management District (AQMD) has selected the
City of Santa Ana to participate in a tes.t project of hydrogen-burning
vehicles under the Department of Energy's (DOE) Clean Cities program. The
primary mission of the Clean Cities Program is to support public-private
partnerships that deploy alternative fuel vehicles and build supporting
infrastructure. By doing so, Clean Cities seeks to reduce the nation's
dependency on foreign oil and improve air quality by reducing harmful
fossil fuel emissions. The AQMD has solicited the participation of five
Southern California cities, including Santa Ana, to partner in a test of
hydrogen technology which is believed to produce near-zero emissions.
To participate in the project, the City of Santa Ana's fleet must include
five vehicles with internal combustion engines that operate on hydrogen
burning fuel. Data on fuel economy, emissions and reliability, and
information on the hydrogen infrastructure will be collected as part of
the project. The City will substitute five vehicles scheduled for
replacement in the current fiscal year with the hydrogen fuel models.
Funds for the purchase of the vehicles, at a. cost of $25,000 each, are
included in the City's annual budget as part of the Fleet Maintenance
Division's annual Equipment Replacement Þrogram. The AQMD will utilize
the grant funds from the DOE to provide funding for one hydrogen fueling
station to be located at the City's Corporate Yard.

Funds are budgeted and available in the Fleet Services Equipment
Replacement account (account no. 76-145-6641) in the amount of $125,000.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA APPROVING THE PARTICIPATION IN THE SOUTH COAST AIR
QUALITY MANAGEMENT DISTRICT'S GRANT APPLICATION FOR THE
DEPARTMENT OF ENERGY'S CLEAN CITIES PROGRAM.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby, finds, determines
and declares as follows:
A. The South Coast Air Quality Management District (AQMD) has selected
the City of Santa Ana to co-participate ina United States Department of Energy "Clean
Cities Program". Sponsored by the U.S. Department ofEnergy (DOE), the Clean Cities
Program supports public and private partnerships that deploy altemative fuel vehicles
(AFVs) and build supporting infrastructure whereby gasoline and diesel burning vehicles
are replaced with hydrogen-burning vehicles. .
B. Pursuant to the rules established by the DOE, AQMD will apply to the
DOE for grant funds needed to implement the Clean Cities. Program and then pass said
grant funds on to an approved (AQMD) contractor to construct said infrastructure.
C. AQMD is responsible for the administration of the program in the state and
setting up necessary rules and procedures governing application by local agencies
under the program. .
D. AQMD requires the participating Cities to certify that if AQMD receives the
DOE grant for the purchase and installation of infrastructure needed to fuel hydrogen
cars then City will commit to spending $125, 000.00 to purchase and/or modify existing
vehicles to hydrogen-burning vehicles, as well as providing the location and required
land improvements needed to place the infrastructure. In exchange, AQMD will provide
funding to an approved contractor to and install the infrastructure to fuel said vehicles.
Section 2. The City Council of the City of Santa Ana approves City's
participation with Southern California Air Quality Management District in the Department
of Energy's Clean Cities Program. .
