bed mattresses and pillows in the amount of $7,895.92.
DISCUSSION
The City of Santa Ana maintains a 480-bed holding facility, which
houses inmates during the arraignment and hearing process. The State
of California Board of Corrections sets the standards for holding
facili ties. In compliance with the Board's Regulations and Standards,
inmates are provided with a bed mattress and pillow.
The notice inviting bids was advertised on February 5-6, 2004 and bids
were solicited. A summary of the bids received is as follows:

Bids were received and opened on February 23, 2004 (Exhibit 1). The
alternate bid received from Bob Barker Company, Inc. did not meet the
proper vinyl covering for the bed mattress, .or the size requirements
for the pillows. The bid received from ATD-American Co. is responsive
to the specification and meets the City's requirements. The cost of
. the bed mattresses and pillows, when combined with previous purchases
this fiscal year from ATD-American Co., exceeds the $10, 000 aggregate
limit and requires City Council approval.
