In June of 2000, the Public Works Agency applied for, and was approved for two different grants under the Proposition 13 Program. This Program provides grants to municipalities, local public agencies, and nonprofit organizations for storm water pollution prevention projects. The first grant was approved for the City's Urban Runoff Reduction Outreach Program. This program will develop and disseminate storm water related educational materials targeted at businesses, school aged children and residents of the City. The second grant will enhance the City's storm drain facility inspection, GIS inventory, and Inspection of Storm Drain Facilities Program. After execution of the contracts with the State Water Resources Control Board the city will complete both programs by mid-year 2006. ENVIRONMENTAL IMPACT In accordance with the California Environmental Quality Act, the proposed 4IÞrequest is not considered a project. Ross Executive Director Public Works Agency associated with this action. 558-2 4IÞ 4IÞ 4IÞ Lss3/30/04 RESOLUTION NO. 2004-025 A RESOLUTION OF THE CITY COUNCil OF THE CITY OF SANTA ANA AUTHORIZING THE PUBLIC WORKS DIRECTOR TO EXECUTE STATE WATER RESOURCES CONTROL BOARD - PROPOSITION 13 GRANT FUNDING AGREEMENTS BE IT RESOLVED BY THE CITY COUNCil OF THE CITY OF SANTA ANA, AS FOllOWS: Section 1: The City Council of the City of Santa Ana hereby finds, determines and declares as follows: A. In March 2000, the California voters approved Proposition 13, which provides funds to support safe drinking water, water quality, flood protection and water reliability projects throughout the State of California; and B. The Santa Ana Public Works Agency applied for and was approved for two Proposition 13 Program Grants, including (1) the City's Urban Runoff Reduction Outreach Program which will develop and disseminate storm water related educational materials targeted at businesses, school aged children and residents of the City, and (2) a grant to enhance the City's GIS inventory and Inspection of Storm Drain Facility Program; and C. The City desires to enter into agreements with the State of California to carry out these storm water pollution prevention projects with the approved Grant funding. Section 2: The City Council hereby appoints the Executive Director of the Public Works Agency as the agent for the City of Santa Ana to conduct all negotiations and execute all documents including, but not limited to agreements, amendments and payment requests which may be necessary for the purpose of securing grant funds and carrying out the agreements. Section 3: This Resolution shall take effect immediately upon its adoption by the City Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution.
