DISCUSSION
The Fleet Maintenance Division's annual Equipment Replacement Program
is included in the City's annual budget, and identifies vehicles
scheduled for replacement. Funding is monitored through a depreciation
schedule established with each department.
The Santa Ana Jail uses two transport vans to convey prisoners
throughout the Los Angeles and Orange County jail systems. Due to age
and condition, two 1990 Ford vans have been budgeted and approved for
replacement in the current fiscal year.
The notice inviting bids was advertised on March 19-20, 2004, and bids
were solicited. A summary of the bid invitations and bids received is
as follows:

Bids were received and opened on March 30, 2004 (Exhibit 1). The bids
were evaluated on requirements and specification. The bid received
from Fairway Ford did not meet the wheelbase specification required to
accommodate the prisoner transport module. The bid from Lake Chevrolet
is responsive to the specifications and meets the City's requirements.
FISCAL IMPACT
Funds are available in the Fleet Services Equipment Replacement
Machinery & Equipment account (account no. 76-145-6641) at 81 percent,
for $61,510.81; and Inmate Welfare Fund Machinery & Equipment account
(account no. 23-349-6641) at 19 percent, for $14,428.46.
