RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and the
Clerk of the Council to execute an amended agreement with sac Services
(Formerly known as Pacific Bell Phone Service) to provide the equipment,
installation, service and maintenance for the Police Department's inmate
.hone system.
DISCUSSION
In February 1999, the City Council approved a Five-year agreement with sac
Services to provide phone services to all jail inmates required under the
Board of Correction Standards set by California Penal Code section 4025.
Under the terms of this amendment sac will receive a three-year agreement
extension, which includes the following terms. The Police Department will
increase its commission rate from 41 percent (local calls) and 43 percent
(long distance) to 50 percent for both. This amendment will increase
revenues by approximately $4,000 per month. sac Services will provide a
new state of the art inmate phone system. Funds generated will continue to
,be used to provide all of the programming and educational services
provided by the jail to its inmates.
FISCAL IMPACT
There is no fiscal impact associated with this. action.
