DISCUSSION The State of California Department of Transportation (Caltrans) requires cities to adopt a resolution requesting the implementation of directional signage on the State's right-of-ways. Staff is requesting authorization to submit a request to the Caltrans to install directional freeway signs that will read ~Downtown Santa Ana," to guide motorists to the downtown area. In addition, supplemental signs will be installed at the off ramps (see exhibit 1). This signage will guide motorists from the 1-5 Freeway onto Santa Ana Boulevard. The existing Civic Center directional signage along Santa Ana Boulevard will further direct motorist to specific destinations in the downtown Santa Ana area. Given the need for these signs, staff recommends that the City Council adopt a resolution supporting a request to Caltrans for the implementation of the signs and authorizing the Executive Director of the Public Works Agency to execute any documents or contract for the implementation of the signs. ENVIRONMENTAL IMPACT .There is no environmental impact with this action. 55A-1 Downtown Santa Ana Freeway Signage April 19, 2004 Page 2 FISCAL IMPACT The City will pay $13,000 for the installation and $500 annually for maintenance of the freeway signs. Funds in the amount of $13,500 are available in the Parking Meter Fund (account no. 27-013-6291). SANTA ANA City Council I PWA I Agenda Date I J '"oc..."',""", Aoril19 2004 DOWNTOWN SANTA ANA FREEWAY SIGNAGE Exhibit 1 55A-3 Is:4/6/04 RESOLUTION NO. 2004-028 A RESOLUTION OF THE CITY COUNCil OF THE CITY OF SANTA ANA REQUESTING PERMISSION FROM THE STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION FOR THE INSTALLATION OF DESTINATION SIGNS ON THE 1-5 FREEWAY AND SURFACE STREETS BE IT RESOLVED BY THE CITY COUNCil OF THE CITY OF SANTA ANA AS FOllOWS: Section 1. The City Council of the City of Santa Ana hereby, finds, determines and declares as follows: A. Pursuant to the State of Califomia Department of Transportation ("CaITrans") guidelines, the legislative body of a municipality must adopt a resolution requesting the installation of signage on a specific state highway. B. The City desires to implement the destination signage on the 1-5 Freeway at Grand Avenue that will read "Downtown Santa Ana", with one sign for each direction of travel on the 1-5 Freeway approaching the Grand Avenue exit. C. The City is also requesting post-mounted directional signs guiding motorists from the 1-5 Freeway off-ramps and Grand Avenue/Santa Ana Boulevard to the downtown area. Exhibit 1 portrays the specific locations for such signs. The exhibit is attached hereto and incorporated herein by this reference. D. The City of Santa Ana currently has a population of approximately 347,000 people. The requested signage will assist both residents and visitors to the City in finding this destination. Section ? The City Council hereby requests the installation of the 1-5 Freeway signage as discussed herein, as well as permission to implement the post-mounted signs directing motorists from Grand Avenue/Santa Ana Boulevard to the downtown area. Section 3. The Executive Director of the Public Works Agency is hereby authorized to execute any documents or contracts needed in furtherance of the installation of such signage, with approval of the City Attorney. 55A-4 Resolution No. 2004-XXX Page 1 of2 . . .
