FILE NUMBER RECOMMENDED ACTION Adopt a resolution authorizing submittal of grant application for Land & Water Conservation Fund to construct picnic shelters at Centennial Regional Park. DISCUSSION . The State of California Department of Parks and Recreation is accepting grant applications for the Land and Water Conservation Fund Program (LWCF). The LWCF Program was established through federal legislation in 1965 and has been instrumental in the development of parks throughout the Uni ted States. The City of Santa Ana has been successful in obtaining grant funding from this source for various park improvement projects, the most recent being the Santiago Nature Viewing Facility and Centennial Playground Equipment Staff is requesting authorization to submit a LWCF grant application to replace and construct new picnic shelters at Centennial Regional Park. The picnic shelters were installed in 1978 and are showing signs wood rot and termite deterioration. The new shelters will be made with concrete columns, metal supports and blue metal roofing to reflect a park like theme. The grant funding guidelines identify picnic area improvements as one of the top three highest priorities for this grant. The total grant request will be $150,000. The LWCF Grant Fund requires a 50% match of non-federal money. The matching funds will be available in future Park Acquisition and Development Funds. RESOLUTION NO. 2004-029 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING THE APPLICATION FOR LAND AND WATER CONSERVATION GRANT FUNDS FOR THE CENTENNIAL PARK PICNIC SHELTER RENOVATION PROJECT. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of the City of Santa Ana hereby, finds, determines and declares as follows: A. The Congress under Public Law 88-578 has authorized the establishment of a Federal Land and Water Conservation Fund Grant-In-Aid Program, providing matching funds to the State of California and its political subdivisions for acquiring lands and developing facilities for public outdoor recreation purposes. B. The State Department of Parks and Recreation is responsible for the administration of the program in the state, setting up necessary rules and procedures governing application by local agencies under the program. C. Said adopted procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of applications and the availability of matching funds prior to submission of said applications to the state. D. The proposed Centennial Park Picnic Shelter Renovation project is consistent with the Statewide Comprehensive Recreation Resources Plan: California Outdoor Recreation Plan-1994. E. The project must be compatible with the land use plans for those jurisdictions immediately surrounding the project. Section 2. The City Council of the City of Santa Ana approves the filing of an application for Land and Water Conservation Fund Assistance. Section 3. The City Council certifies that said agency has matching funds from the City General Fund and finance 100 percent of the project, half of which will be reimbursed. . Section 4 Certifies that the project is compatible with the land use plans of those jurisdictions immediately surrounding the project. Resolution No. 558-3 Page 1 of 2 Section 5. The City Council appoints the Executive Director of the Parks, Recreation and Community Services Agency as the agent of the City of Santa Ana to conduct all negotiations, execute and submit all documents including, but not limited to applications, work plans, agreements, amendments, payment requests which may be necessary for the completion of the aforementioned project.
