RECOMMENDED ACTION
Award a contract to DMS Services (Janitorial) for janitorial
various locations for a two-year period, with provision for

For over 10 years, janitorial services for City libraries and
significant portions of recreational facilities have been provided
through contractual custodial firms. In order to continue providing
these services in the most efficient and effective manner, and to
expand the scope of the contract to include the cleaning and restocking
of the restroom facilities in the various park sites, the City issued a
notice inviting bids. The subject action will award the contract to
DMS Services for an amount not to exceed $222,274. Of that total, the
parks restroom service expansion constitutes $78,940. By redirecting
the provision of these services to the contract, the City staff
currently assigned to the restroom facility maintenance will be
redeployed to other core areas of park maintenance. Services performed
under the contract include vacuuming, dusting, mopping, and trash
disposal, cleaning and restocking of restrooms, machine-buffing tile
floors, and carpet shampooing.
The notice inviting bids was advertised on March 21-22, 2004, and bids
were solicited. A summary of the bid invitations and bids received is

Bids were received, and opened on April 12, 2004 (Exhibit 1). The bid
received from DMS Services (Janitorial) is responsive to the
specification. To allow for unanticipated services, an additional ten
percent contingency has been included in the award amount.
FISCAL IMPACT
Funds are available in the Building Maintenance Janitorial and
Housekeeping Services account (account no. 73-106-6241) and the PRCSA
Park Services Other Contractual Services account (account no. 108-250-
6291) for the first two months of the contract period. Funds for the
balance of the one-year contract will be included in the FY 2004-2005
budget document.
