RECOMMENDED ACTION
1. Award a contract to American Asphalt South, Inc., the lowest
responsible bidder, in accordance with unit bid prices in the
8 estimated amount of $78,334.50 for construction of Santa Ana Automall
rubberized slurry seal.
2. Approve a Funding Analysis with a total estimated construction cost
of $114,100.
DISCUSSION
The Santa Ana Automall is a major commercial center, which provides a
centralized location for automobile dealerships in Santa Ana (Exhibit 1).
The rehabilitation of pavement on Automall Drive, which runs through the
Automall, has been identified in the City's pavement management system.
The project includes installation of rubberized slurry seal, pavement
repair, and re-striping of the street. Once completed, this project will
enhance the visual appearance of the Automall and extend the lifespan of
the pavement.
The Notice Inviting Bids was advertised on March 17 and 19, 2004 and bids
were opened on April 9, 2004. A summary of the bid invitations mailed,
the bids received, and the bid results follows.

Only one bid was received, however, it was responsive. The bid was
submitted by American Asphalt South, Inc., for $78,334.50, which is below
the Engineer's estimate of $105,000.
ENVIRONMENTAL IMPACT
In accordance with the California Environmental Quality Act, the Proposed
project is exempt from further review. Categorical Exemption ER 2004-122
has been filed for this project.
FISCAL IMPACT
The funding Analysis shows a total estimated construction cost of
$114,100 for the project (Exhibit 2). Funds are available in the South
Main Tax Allocation Bond SER 2003 Capital Project Fund (account no. 552-
936-6631, project no. 9257).
