Motion: 1. Place ordinance on first reading and authorize publication of title.
ORDINANCE NO. NS-2652 - An ordinance of the City Council of the
City of Santa Ana extending the time limit of the effectiveness of the
redevelopment plans for all six of the project areas; extending the time
limit for payment of indebtedness and receipt of property taxes for each
of the six redevelopment project areas; and making certain findings in
connection therewith
2. Approve appropriation adjustment. (Requires five affirmative

APPROPRIATION ADJUSTMENT NO. 04-153 - Approve an
appropriation adjustment transferring funds from the Low and Moderate-
Income Housing Fund to redevelopment project area funds to make the

. Congratulated Council member Garcia and his wife on the birth of their
son, Victor Martin
. Asked the Chief of Police to report on an recent event in Santa Ana in
which a Hollywood crew staged stunts for a video which will be used to
depict the dangers of driving while under the influence (DUI); the Chief
noted that this video will be shown in the school districts and should be
available for distribution in the summer.
. Noted that there is a new photography exhibit at the Bowers Museum
entitled "Bridges to Understanding" and announced that this exhibit will
be at the Bowers until October 24, 2004
. Announced that Thursday May 6, 2004 is National Day of Prayer
. Asked the City Council to adjourn in memory of J. Wesley Fletcher,
father of the City Attorney, Joseph Fletcher
. Announced that Tillamook Cheese Company is sponsoring a cleanup at
Jerome Park on May 22, 2004 at 8:30 a.m. and invited residents to
volunteer
.

. Thanked staff for all their efforts in coordinating the Community
Development Block Grant 2004-2005 program
. Noted that there seems to be an increase in cruising on Bristol Street
since Easter and asked the Police Chief to investigate this situation
. Asked the City Manager to report on the timeline for the One Broadway
Plaza project. The City Manager reported that the matter will be before
the Planning Commission on May 10, 2004 and if approved will be
before the City Council on May 17, 2004
Council member Bist
. Congratulated Councilmember Alvarez on her nomination as a "Woman
of Vision" by the We Give Thanks organization
. Noted that the Floral Park home tour held in April was very successful
and added that the Wilshire Square home tour will be held on June 26,
27,2004
. Asked staff to investigate whether the City is eligible for refunds as a
result of a recent claim that Microsoft has been overcharging customers
fa r softwa re prod u cts

Council member Alvarez
. Asked the City Manager for a status on the location for the Court of
Appeals; the City Manager responded that the City has not been notified
to this date but that staff does check the status on a weekly basis; he
further noted that there are four sites in Santa Ana under consideration.
Council member Alvarez encouraged residents to contact their legislators
relative to the importance of the Court of Appeals being located in the
City of Santa Ana

. Reminded residents that the Mother's Day Mariachi Festival was this
weekend, Saturday May 8, 2004 and thanked the sponsors, city staff
and the Friends of Recreation and Parks for all their hard work
. Reminded residents to act responsibly on Cinco de Mayo and not to
drive if drinking
Mayor Pro Tern Franklin
. Noted that April was Earthquake preparedness month and reminded
residents of the importance of keeping necessary supplies available and
also exchanging phone numbers with neighbors
. Noted that two Santa Ana officers recently tried out for a women's
professional football team
. Congratulated the Santa Ana Unified School District for it's successful
WorkAbility/Transition Partnership program which promotes independent
living and provides comprehensive pre-employment, employment, work-
site training and follow-up services for youth in Special Education who
are making the transition from school to work; he encouraged employers
to give these students a chance
. Asked the City Manager to follow up with the City of Anaheim which is in
the process of renegotiating its franchise with Edison and determine if
there is any opportunity for Santa Ana to underground
Mayor Pulido
. Noted that the City is working very aggressively with the State
Legislature and the governor to come up with budget solutions
