DISCUSSION
The availability of temporary personnel services provides departments
with the ability to hire staff during peak workload periods, as well as
during the recruitment period for a given position. The recommended
contracts will provide various departments with the necessary temporary
personnel services. Temporary personnel classifications include
clerical assistant, file clerk, accounting clerk, typist, data entry
clerk, and receptionist. Personnel are paid on an hourly basis
according to job classification. City departments may utilize any of
the four agencies depending on rate, need and availability.

On June 3, 2002, the City Council awarded contracts for a one-year
period with options for two one-year renewals. Focus On Temps, Inc.
and PDQ Personnel Services, Inc. have agreed to renew at their current
rates. Personnel Group of America d/b/a Venturi Staffing Partners has
requested an increase on two of the nine categories by .8 percent after
a February 1, 2004 increase of 3.22 percent. The increase is due to
the State of California rate increase in the Workers' Compensation
insurance and Employees' Liability coverage. Adecco Employment
Services has presented a rate increase of 17.88 percent. As the
requested services accounts for less than one percent, the contract
with Adecco Employment Services will be cancelled. The three remaining
vendors have performed satisfactorily during the past contract period.
Staff recommends approval of the final renewal period.
