On September IS, 2000, the City of Santa Ana entered into an IS-month
agreement with the United States Department of Health and Human
Services to develop a Metropolitan Medical Response System (MMRS). The
MMRS included the coordination of multiple health and first-responder
agencies throughout the county in the development of an all-inclusive
response and mitigation plan, as well as the identification of training
requirements for the MMRS. The MMRS will be a principal resource in
responding to the health and medical consequences of large-scale
incidents involving weapons of mass destruction.
The equipment list identified under the MMRS plan includes detection
instruments and equipment. Equipment purchases include portable gas
detection instruments, instrument management systems to automatically
test and calibrate the instruments, accessories such as tubes and
sensors, as well as maintenance to allow for continuous use of the
instruments. The detection instruments will monitor breathing air to
ensure safety, and will be used in contaminated areas.
