Approve an appropriation adjustment recognizing $75,000 from the City of
Irvine in the Select Street Fund (account no. 59-01-5621) and
appropriating $75,000 to the Select Street Fund (account no. 59-551-6631)
4IÞor the Alton Avenue Overcrossing Project.
DISCUSSION
The proposed project consists of constructing a new overcrossing on Alton
Avenue across State Route 55. This is a joint project with the City of
Irvine, with Santa Ana designated as the lead agency. The project will
support the circulation network needed to accommodate future development
occurring within both cities (Exhibit 1).
The Draft Environmental Impact Report/Environmental Assessment for the
project was released for a 45-day public review period in March 2004.
During this review period, Caltrans and FHWA indicated that potentially
contaminated properties associated with the preferred alternative should
be evaluated further by additional on-site soil sampling and testing. The
results of this testing will be used to estimate the magnitude and cost of
any cleanup that may be required and will assist in the development of
mitigation measures.
The estimated cost for the required services is $150,000. The recommended
action is needed to recognize the City of Irvine's contribution of
$75,000. The City of Santa Ana's $75,000 share of the cost is funded in
the existing project budget.
