Award a contract to Pacific Medical Clinic for pre-placement
and medical examination services for a two-year period, with

The City of Santa Ana has approximately 1,700 full-time and 600 part-
time employees working in jobs ranging from public safety and heavy
labor to clerical and administrative positions. Offers of employment
to prospective employees are conditional upon successful completion of
a pre-placement medical exam and drug test. In addition, periodical
examinations are provided for current City employees as required by law
or under special circumstances. The City's objective is to give equal
consideration in employment to all applicants who can reasonably be
expected to perform the jobs' various tasks, with or without special
accommodation, and without undue risk to themselves, co-workers, or the
public. In order to meet the objective, the City contracts with a
medical center for the services.
The notice inviting proposals was advertised on May 12 and 14, 2004,
and proposals were solicited. A pre-proposal meeting was held on May
18, 2004 and terms and conditions of the Request For Proposal were
discussed. A summary of the proposal requests and proposals received
is as follows:

Proposals were received and opened on May 26, 2004. Each proposal was
evaluated independently. Criteria for evaluation included 10 specific
items, such as: cost, program experience, qualification of staff, and
references. Proposals for an estimated yearly examination schedule
were evaluated and the ratings are as follows:
