Reject all bids for Adaptive Traffic Signal System,
and authorize staff to re-advertise the project.
_ISCUSSION
Phase I, II and III
Traffic in the Downtown area is increasing due to growth in the area in
recent years. The current traffic signal control system is not flexible
in responding to changing traffic patterns in real-time and it requires
staff to adjust traffic signal timing manually to facilitate traffic
movements.
In anticipation of future growth and to meet current needs, the proposed
project provides for an adaptive traffic signal control system that can
adjust traffic signal timing automatically. In order to implement the
new system, the existing traffic signals, controllers, communication
infrastructure, and detection equipment will be upgraded.
The Notice Inviting Bids was advertised on May 7 and 10, 2004 and bids
were opened on May 28, 2004. A summary of the bid invitations mailed,
the bids received, and the bid results follows.

A total of three bids were submitted and all were responsive. Moore
Electrical Contracting Inc. submitted the lowest responsive bid for
$1,249,553, which is above the Engineer I s estimate of $450,000. Staff
recommends rejection of bids in order to reduce the scope of work within
the available budget. The proj ect will be re-advertised for bids after
the redesign is completed.
