1. Award a contract to KDC, Inc. dba Dynalectric, the lowest responsible
bidder, in accordance with unit bid prices in the estimated amount of
$551,273 for traffic management projects on Main Street, Fairview
Street and Grand Avenue.

Approve a Funding Analysis with a total estimated construction cost
of $689,300.
DISCUSSION
The Main Street project will provide closed circuit television (CCTV) on
Main Street at Warner Avenue and Dyer Road and traffic signal
interconnect from Dyer Road to Warner Avenue. The Fairview Street project
will provide traffic signal system detections on Fairview Street at
McFadden Avenue, Edinger Avenue, Harvard Street, Warner Avenue and
Segerstrom Avenue. The Grand Avenue project will provide traffic signal
system detection at the intersection of Grand Avenue and Fairhaven Avenue
and traffic signal interconnect from 17th Street to Fairhaven Avenue
(Exhibit 1). Once completed, these improvements will allow staff to
communicate with traffic signals, monitor traffic volume and speed and
make adjustments as necessary to traffic signal timing based on real time
traffic condition.
The Notice Inviting Bids was advertised on May 7 and 8, 2004, and bids
were opened on May 28, 2004. A summary of the bid invitations mailed,
the bids received, and the bid results follows:

A total of four bids were received and all were responsive. KDC, Inc.
dba Dynalectric submitted the lowest responsive bid for $551,273, which
is above the Engineer's estimate of $550,000.

FISCAL IMPACT
The Funding Analysis shows a total estimated construction cost of
$689,300 for the project (Exhibit 2). Funds for the proposed
construction are available in the Measure M Street Construction Fund
(account no. 32-551-6631), the Select Street Construction Fund (account
no. 59-551-6631), and the Transportation System Improvement Area E Fund
(account no. 34-631-6631).
