DISCUSSION
Harbor Boulevard between the South City Limits and Westminster Avenue has
recently shown significant pavement deterioration (Exhibit 1). To extend
the design life and to protect the street from further accelerated
deterioration, the City needs to resurface and rehabilitate the street.
The Notice Inviting Bids was advertised on May 7 and 10, 2004 and bids
were opened on May 27, 2004. A summary of the bid invitations mailed,
the bids received, and the bid results follows.

Engineer's estimate of $459,436.55.
