DISCUSSION Harbor Boulevard between the South City Limits and Westminster Avenue has recently shown significant pavement deterioration (Exhibit 1). To extend the design life and to protect the street from further accelerated deterioration, the City needs to resurface and rehabilitate the street. The Notice Inviting Bids was advertised on May 7 and 10, 2004 and bids were opened on May 27, 2004. A summary of the bid invitations mailed, the bids received, and the bid results follows. The lowest bid was submitted by R. J. Noble Company, for $476,790.19, which is above the Engineer's estimate of $459,436.55. ENVIRONMENTAL IMPACT After Completion of Environmental Exemption will be filed for this Environmental Quality Act. FISCAL IMPACT Review ER 2004-140, a Categorical project pursuant to the California The Funding Analysis shows a total estimated construction cost of $608,500 for the project (Exhibit 2).
