The Central Stores section of the Finance and Management Services Agency
provides the traffic signs and hardware to maintain the needs of the
Public Works Agency. The contract for traffic signs and hardware is
designed to provide quality products at significant savings based on
quantity pricing.
On October 15, 2001 a contract with Zumar Industries was established for
two years with the option of two one-year renewals for the purchase of
traffic signs and hardware. During the contract period, CalTrans
informed the Public Works Agency of a change in specifications. The new
specifications provide higher visibility of traffic signs near schools
and high traffic areas. Since December 2003, Public Works staff has
issued requests to purchase 2000 replacement signs throughout the City.
Since the new specifications require the signs to have a higher
reflective visual impact performance sheeting and overlay coating, the
new signs are more than doubled in price. Staff surveyed other vendors
to ensure that the pricing presented was competitive. As a result, staff
is recommending an amendment to increase the contract limit by $65,000.
