DISCUSSION
Sprint is proposing to install a stealth monopine at Adams Park to
improve their communication reception in the area (Exhibit 1). The
Development Review Committee (DR C) has reviewed the proposal and is
recommending the following "Conditions of Approval" to be included as
part of the project:
1. Provide a stealth monopine that is designed similar to the AT&T
stealth monopine on the southwest corner of the Santa Ana Stadium.
2. Camouflage all antennas attached to the monopine.
3. All electrical equipment and conduits to be underground or inside
the equipment structure.
4. Provide and plant (3) 24" box Canary Island Pine trees in the park.
5. Plans to be approved by DRC.

The Sprint lease is for a period of ten years with three five-year
options. Sprint will install a 65-foot monopine pole that will be
designed for collocation, north of the playground area. The antennas will
be located at 40 feet above existing grade to allow sufficient room for
another carrier. The antenna will be painted to blend in with the
monopine.
The Sprint equipment facility will also be located on the north side of
the playground. The equipment facility will be designed as a park
shel ter along with a park picnic she I ter. Sprint agreed to remove the
existing picnic shelter and replace it with a new shelter. The facility
will be made of concrete block, concrete support columns and a metal
standing seam metal roof. Sprint will install their own electrical
service and pay for all electricity used by their operation.
Sprint has agreed to pay the City $24,000 per year, with an annual rent
increase of three percent each year, for lease of the park space. Because
the installation of the equipment is estimated to be completed by
January, only $12,000 in revenue is anticipated for fiscal year 2004-05.
Upon termination of the lease Sprint will restore the site back to its
original condition at no cost to the City. In addition, Sprint will
maintain general liability insurance naming the City as additional
insured in the amount of $1,000,000 throughout the term of the lease.
ENVIRONMENTAL IMPACT
In accordance with the California Environmental Quality
recommended action is exempt from further review. Categorical
Environmental Review No. 2004-75 will be filed for this project.
