Sprint is proposing to install a stealth monosports pole at Rosita Park
to improve their communication reception in the area (Exhibit 1). The
Development Review Committee (DRC) has reviewed the proposal and is
recommending the following "Conditions of Approval" to be included as
part of the project:
1. Camouflage antennas on the pole.
2. All electrical equipment and conduits to be underground or
the equipment structure.
3. Provide and plant (3) 24" box London Plane Trees in the park.
4. Cellular frequency shall not interfere with the City's
communication.

Agreement with Sprint PCS
The Sprint lease is for a period of ten years with three five-year
options. Sprint will replace one of the 90 ft. outfield sports light
poles with a new 90 ft. sports light pole that will accommodate their
antennas. All the existing light fixtures will be reinstalled and re-
aimed to accommodate the requirements of the sports field. Slim-line
antennas will be used to wrap around the light pole at a height of 40
feet above grade. The antenna will be painted to blend with existing
sports poles. All work on the sports pole will be done between little
league seasons to minimize the impact on the little league program.
The Sprint equipment facility will be located on the north side of the
existing park restroom. The materials used to construct the equipment
facility will match the existing restroom architecture. Sprint will
install their own electrical service and pay for all electricity used by
their operation.
Sprint has agreed to pay the City $24,000 per year, with an annual rent
increase of three percent each year, for lease of the park space. Because
the installation of the equipment is estimated to be completed by
January, only $12,000 in revenue is anticipated for fiscal year 2004-05.
Upon termination of the lease Sprint will restore the site back to its
original condition at no cost to the City. In addition, Sprint will
maintain general liability insurance naming the City as additional
insured in the amount of $1,000,000 throughout the term of the lease.
ENVIRONMENTAL IMPACT
In accordance with the California Environmental Quality
recommended action is exempt from further review. Categorical
Environmental Review No. 2004-74 will be filed for this project.
