HomeMy WebLinkAbout05-28-1970 MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA May 28, 1976 The Joint Meeting Of the City Council and th~ City Planning Commission was called to order by Mayor Griset at 8:00 A.M., in the Multi-purpose Room of the City Hall Annex, 500 West Sixth Street, with the following Councilmen and C,ommissioners present: Councilmen Commissioners Wade Herrin Vernon S. ~]vans J. Ogden Markel Jerry M. Patterson Haffry K. Yama'moto Gordon L. Bricken Wyatt Frieson Jack N. Hall Everett Parks Waldo Haug Chairman La Velle Sanders Also present were City Manager Carl J. Thornton, City Attorney William L. Mock, Director of Planning Herbert Wieland, and Clerk of the Council Flor~h'~'e I. Malone. Commissioner Rudy Gallegos was absent. GENERAL PLAN At the suggestion of Councilman Patterson, · - discussion of the General Plan, past, present and future, was postponed to the joint meeting of the City Council and Planning Commission for the presenta- tion of the Lafef Ge~e'~a~~'plan Critique, scheduled for some time during the month of July. CAPITAL IMPROVEMENTS Councilman Patterson stated that, in PR'OGRAM his opinion, it is the responsibility of the Planning Commission and the staff to advise the Council relative to the Capital Improvements Program; that it is the responsibility of the City Manager to prepare a detailed budget; and that it is the Council's responsibility to make the final determination regarding the Program and its funding. Commissioner Bricken asked if it were acceptable for the Commission to recommend sources of financing for the Capital Improvements Program. It was the concensus, reinforced by Section 9-10 (c) of the City Charter, that such recommendation was the responsibility of the Commission, but that de- tailed budgeting recommendations for the Program was the Manager's respon- sibility. Commissioner Bricken stated that, in his opinion, the Commission should pay attention to the economic ramifications of what it is proposing; and that he did not believe the Commission should be "pie in the sky" planners, but instead, should concern themselves with the practicalities of program implementation. CITY COUNCIL - 156 - May 28, 1970 Councilman Markel stated that, in his opinion, recommendation of a Capital Improvements Program definitely was the responsibility of the Planning Commission, but that recommendation for its financing was not. CommissionerSanders stated that he would like to see the Charter changed to delete the provision requiring Planning Commission recommendation of a planned method of financing and leave that responsibility entirely with the Council. He further stated that the City Attorney had advised him that a vote by the Com- mission not to exercise that provision of the Charter would serve that intent. Commissioner Frieson stated that the Commission majority presented this year's Capital Improvements Program on the basis of necessity in the critical areas of parks, recreation, and libraries; that the staff had been requested to recommend revenue sources to accomplish the Program; and that the final decision was the Council's. Commissioner Hall stated that, in his opinion, it is not necessary for the Commission to provide a balanced budget Capital Improvements Program; that projects should not be eliminated because of budgeting difficulties; and that priorities should be assigned if possible. He further stated that the operational budget is the Manager's and Council's responsibility; that avail- able monies could be transferred from the operational budget to the Capital Improvements Program. Councilman Villa stated that, in his opinion, the Commission is an advisory board of the City Council; and that the Council makes the determination re- garding Program financing. Commissioner Parks stated that, in his opinion, the Planning Commission's chief responsibility is the general welfare of the City; that it should project its thinking and planning as far ahead as possible, starting from an ideal and working toward the development of it. Commissioner Haug stated that, in his opinion, the Capital Improvements Program had been properly presented; that the Commission tried to match dollar for dollar without success. He stated further that if the City is to grow and move ahead, it will take new ideas. GENERAL PLAN The City Manager stated that the Lafer Critique should present the major number of salient points of the total General Plan in a new and understandable fashion representative of its background and the adjustments to it so that the Council and Commissioners would become more familiar with its contents and objectives. The Planning Director stated that, in his opinion, the General Plan should be updated every year; and that the staff is providing input for the Lafer Critique. ADJOURNMENT At 9:20 A.M., there being no further business to come before the City Council, the Mayor declared the meeting adjourned. Florence I.
