RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and the
Clerk of the Council to execute an Agreement with All Access Entertainment
to provide Event Management Services for the Fiestas patrias California
Celebration.
DISCUSSION
The Fiestas patrias Event has been a positive, community event supported
by the downtown businesses for the past sixteen years. Last year over
270,000 people attended the event. This year, the City received several
permit applications from a number of "downtown" Santa Ana community groups
to sponsor the event. City staff has been working with these groups to
help facilitate consensus as to sponsorship of the event. Despite a
common desire to have this year's event go forward, the downtown business
community was unable to reach agreement regarding the lead sponsor
organization.
In recognizing the great value of this event for the downtown business
communi ty and the surrounding neighborhoods and wi th only seven weeks
remaining before the event weekend, City staff is recommending that the
City host the Fiestas patrias Event this year and secure the services of
All Access Entertainment to act as the Event Manager. All Access
Entertainment will be responsible to provide all the necessary equipment,
stages, electricity, carnival rides, vendor booths, and insurance for the
event. All Access Entertainment has provided exceptional event management
services regarding this event for the last three years.

All Access Entertainment
The agreement shall provide that All Access Entertainment will be
responsible for meeting the usual City requirements for special event such
as insurance and security, assume all costs for organizing and conducting
the event, reimburse the City for all of its costs including but not
limited to police and traffic services, plus pay a fee to the City. In
past years, All Access Entertainment has agreed to pay a flat fee of
$15,000 to $20,000 plus a percentage of net revenue. Staff is authorized
to reach agreement on a fee for 2004 provided it is substantially similar
to prior terms.
FISCAL IMPACT
The City will receive a flat fee and percentage of
