HomeMy WebLinkAbout02-22-1971MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA February 22, 1971 The Special Meeting was called to order at 8:40 A.M., in the Mayor's Office, City Hall, 217 North Main Street, with the following Councilmen present: Wade Herrin, Vernon S. Evans, J. Ogden Markel, Jerry M. Patterson, Ray Villa, Harry K. Yamamoto, and Mayor Lorin Griset. Also present were City Manager Carl $~ Thornton, City Attorney William L. Mock, Clerk of the Council Florence I. lvlalone, and representatives of the Press. Proper notice of the Special Meeting had been mailed and posted by the Clerk of the Council, with .Affidavits of Notice and Posting on file. The meeting had been called by the Mayor to consider the matter of the proposed incorporation of the City of Irvine, PROPOSED INCORPORATION The City Attorney stated that OF CITY OF IRVINE there is provision in the Government Code for opportunity to petition the Local Agency Formation Commission for a change in the boundaries approved for a proposed City. He then distributed two letters, each dated February 2Z, 1971, which he had prepared for presentation to the Orange County Local Agency Formation Commission at its meeting to be held on February 24. One letter requested that the Commission reconsider the matter of the proposed incorporation of the City of Irvine and that the Commission set the matter for further hearing and, in conjunction therewith, receive and consider a report setting forth the position of the City. The second letter made application to the Commission for an amendment in the boundaries approved for the proposed City of Irvine which would delete the 938-acre parcel of land described in the Agreement dated May 20, 1963, between the City and the Irvine Company, It was moved by Councilman Evans, seconded by Councilman Patterson, and unanimously carried to approve both letters for submittal to the Local Agency Formation Conlrnission with copies to be forwarded to the Board of Supervisors. It was moved by Councilman Patterson, seconded by Councilman Yamamoto and unanimously carried, to authorize the City Attorney and Mayor tb initiate an investigation of all legal remedies available to the City with respect to our south- east boundaries and the proposed City of Irvine and specifically to include possible litigation on the Irvine Company Agreement and the exclusion of evidence by the Local Agency Formation Commission. ADJOURNMENT The meeting was adjourned at 9:25 -A. M. , on motion of Councilman Patterson, seconded by Councilman Evans and unanimously carried. Florence I.
