OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA, CALIFORNIA
April 13, 1971
The meeting was called to order at 7:30 P.M., in the Council Chambers of
the City Hall Annex, 500 West Sixth Street, with the following Councilmen
present: Wade Herrin, VernonS. Evans, J. OgdenMarkel, JerryM.
Patterson, Ray Villa, Harry K. Yamamoto, and Mayor Lorin Griset. Also
present were City Manager Carl J. Thornton, Acting City Attorney, James
A. Withers, and Clerk of the Council Florence I. Malone. A representative
of the Press was also present.
CERTIFICATION OF CANVASS Clerk of the Council presented
OF ELECTION Certification of Canvass of
Election which was completed
on April 9, 1971, confirming unofficial election results as follows:
Councilman Vernon S. Evans elected, representing Ward Z
Councilman Lorin Griset elected, representing Ward 4
Councilman J. Ogden Markel elected representing Ward 6
Councilman Harry K. Yamamoto elected, representing Ward 7
Bond Proposition A carried on the following vote count:
YES = 8, 827
NO = 8,772
Bond Proposition B failed to carry on the following vote count:
YES = 7,844
NO = 9,764
Total number of ballots cast was 18,027, representing 41% of
registered voters.
Councilman Markel noted that a minor discrepancy was found in the vote count
during canvassing of one of the precincts, and requested clarification of this
point.
Clerk of the Council stated that in canvassing the results reported by Precinct
77, it was discovered that total votes reported for Proposition A %vas two over
the number of total ballots cast; and for Proposition B, there was one vote over
the number of total ballots cast; that at 10:30 A.M., on April 10, 1971, the entire
Board for Precinct 77 reported to the City Hall and recounted and corrected their
report of votes cast for Propositions A and B; that Exhibit A to Certification of
Canvass of Election reflects that correction.
The Certification of Canvass Of Election was received and ordered filed on
motion of Councilman Villa, seconded by Councilman Evans, and unanimously
carried.

RES. 71-33 RESOLUTION 71-33 STATING
GENERAL MUNICIPAL ELECTION AND DECLARING THE RESULT
OF THE CANVASS OF THE
GENERAL MUNICIPAL ELECTION HELD IN THE CITY OF SANTA ANA,
CALIFORNIA ON APRIL 6, 1971 was adopted, on motion of Councilman Markel,
seconded by Councilman Yamamoto, and unanimously carried.
RES. 71-34 RESOLUTION 71~34 OF THE
SPECIAL MUNICIPAL ELECTION CITY COUNCIL OF TIlE CITY OF
SANTA ANA, CALIFORNIA,
DECLARING TIlE RESULTS OF THE CANVASS OF ELECTION RETURNS OF
TIlE SPECIAL MUNICIPAL ELECTION HELD APRIL 6, 1971 was adopted, on
motion of Councilman Herrin, seconded by Councilman Patterson, and
unanimously carried.
INSTALLATION OF NEWLY
ELECTED COUNCILMEN
elected Councilmen Evans, Griset,
Clerk of the Council administered
the oath of office and presented
Certificates of Election to newly
Markel and Yamamoto.
ADJOURNMENT - SINE DIE The Mayor announced adjournment
sine die and requested the Clerk
of the Council to preside during
proceedings for reorganization of the Council.
REORGANIZATION OF COUNCIL
nominations were made:
The Clerk of the Council called
for nominations for Mayor of the
City of Santa Aha. The following
Councilman Jerry M. Patterson, on motion of Councilman Villa;
Councilman Wade Ilerrin, on motion of Councilman Evans;
Councilman Lorin Griset, on motion of Councilman Yamamoto.
Nominations were closed on motion of Councilman Patterson, seconded by
Councilman Villa, and unanimously carried.
First Ballot voting was as follows on roll call vote:
For Councilman Ilerrin:
For Councilman Patterson:
For Councilman Griset:
Ilerrin, Evans, Markel
Patterson, Villa
Yamamoto, Griset
City Attorney Withers stated that a plurality may not elect any person to office;
that the City Charter states the rules of procedure shall be first covered by
Parliamentary Procedure at a Glance, and in the event of dispute, the 75th
Edition of Robert's Rules of Orders shall prevail, which allows only for a
majority vote in election of officers.

RECESS At 7:55 P.M., a five-minute recess
was declared on motion of Councilman
Evans, seconded by Councilman
Yamamoto, and carried on a 6 - 1 vote, Councilman Patterson voting NO.
REORGANIZATION OF COUNCIL - (Continued)
After discussion concerning acceptable procedures for reaching a decision, it
was agreed that a second "run-off" ballot would be cast between Councilmen
Grlset and Patterson. Roll call vote was as follows:
For Councilman Griset:
For Councilman Patterson:
Herrin, Evans, Markel
Patterson, Villa
Second Ballot voting was incomplete due to Councilman Patterson's withdrawal
of his name from nomination.
Third Ballot roll call vot~e for the office of Mayor was as follows:
For Councilman Herrin:
For Councilman Griset:
Herrin, Evans, Markel
Patterson, Villa, Yamamoto, Griset
The Clerk declared Councilman Griset Mayor of the City of Santa Aha and returned
the Chair to the newly elected Mayor.
The Mayor called for nominations for Vice-Mayor of the City of Santa Aha. The
following nominations were made:
Councilman Jerry M. Patterson, on motion of Councilman Villa;
Councilman Wade Herrin, on motion of Councilman Markel.
Nominations were closed on motion of Councilman Evans, seconded by Councilman
Villa, and unanimously carried.
Councilman Wade Herrin was elected Vice-Mayor of the City of Santa Ana on
the followlng roll call vote:
For Councilman Herrin:
Herrin, Evans, Markel, Griset
For Councilman Patterson:
Patterson, Villa, Yamamoto
ADJOURNMENT
