HomeMy WebLinkAbout08-30-1971MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY~COUNCIL O1r THE CITY OF SANTA ANA, CALIFORNIA August 30, 1971 The meeting was called to order at 4:05 P. M., in the Council Chambers of the City Hall Annex, 530 North Ross Street, with the following Councilmen present: Wade Herrin, Jo Ogden Markel, Ray Villa, Harry K. Yamamoto, and Mayor Lorin Griset. Councilman Vernon Evans was absent. Also present were City Manager Carl J. Thornton, City Attorney James A. Withers, Director of Public Works Ronald Wolford, Director of Planning Herbert Wieland, and Clerk of the Council Florence I. Malone. Representatives of the Press were also present. Councilman Jerry Patterson arrived at 4:15 P.M. CLERK'S REPORT mailed, as required. Clerk of the Council reported that notice of the Adjourned Regular Meeting was posted and EMERGENCY EMPLOYMENT On motion of Councilman Villa, ACT OF 1971 seconded by Councilman Yamamoto, Council authorized City's participation in the Emergency Employment Act of 1971 and an expenditure of $61, 000 in funds or in-kind contributions during Fiscal Year 1971-72 to be used as matching funds, passed on the following roll call vote: AYES: NOES: ABSENT: Villa, Yamamoto, Griset, Patterson Herrin, Markel Evans Prior to voting, Councilman Markel stated that he was not in favor of this Act; that although there is some unemployment in the City, these things have always been with us; that these areas are not sufficiently spelled out to justify expending $61, 000 on this program; and that he believed jobs could be created in other ways. Mayor Griset stated that this is an Emergency Act passed by the Congress of the United States to assist the unemployed; that Orange County is assuming the responsibility for this measure for all cities of 75,000 and under, and that cities over 75,000 population will handle it as Santa Ana is proposing. He stated that the Federal aid cannot be accepted as a gratuity; and that the City must pay 10% of the costs of the program. Councilman Villa stated that unemployment has reached 8.8% in Orange County, and 15% in Santa Ana; and that there is a definite need for this program. CITY COUNCIL -287- August 30, 1971 EMERGENCY EMPLOYMENT ACT OF 1971 - (continued) Councilman Herrin stated that this is a portion of the revenue sharing program which he has opposed from the beginning; that the major problem today is inflation; and that Federal spending cannot continue in the manner it has without catastrophic results. Councilman Yamamoto stated that as a result of this program, half a million dollars will go back into the economy and that the City should help its unemployed. SANTA ANA TRANSIT Mayor Griset stated that the SYSTEM City Manager had obtained written concurrence of the American Transit Corporation in the Memorandum of Agreement providing for continuance of the operation of the Santa Ana Transit Corporation or an equivalent bus transit system within the City of Santa Ana, with the following changes: In the fourth paragraph of the Agreement, the last sentence should be changed to read: " ...... and shall operate buses on Saturdays computed at the standard of at least 60% of weekday service." In response to a question from Councilman Herrin, the City Manager stated that this agreement is being negotiated on a six-month basis and involves the continuation of an existing corporation; that at the end of the period covered by the contract, a procedure will be developed which will ask for a variety of potential operators to make suggestions as to what they can offer, hopefully for a larger operation, and a longer period of time. Councilman Herrin stated that he believed the management of the present system had not had the kind of enthusiasm that would develop management practices which would put the bus system on a paying basis; and that he hopes when the proper time comes to make a permanent arrangement, there will be competitive bidding. Councilman Patterson's motion, seconded by Councilman Villa, to approve the agreement between the City of Santa Ana and the American Transit Corporation and authorize its execution by the Mayor and Clerk, carried on the following roll call vote: AYES: NOES: ABSENT: Patterson, Villa, Griset,, Yamamoto Her~in, Markel Evans SOUTH COMMUNITY PLAN The City Manager orally reviewed STUDY the information and recommendations contained in his report to the City Council dated August 2~, 1971, concerning the Warner Avenue - South CITY COUNCIL -288 - August 30, 1971 SOUTH COMMUNITY PLAN STUDY - (Continued) Community Plan, stating that Staff believes there is a very real problem of land use in this area; that Planning and Engineering will proceed with more precise design standards and criteria. Discussion concerned present zoning in the area and projected population if more variances are granted; that there is a two-year time limitation for commencing work under variances previously granted; and that there are additional land use studies under way for this area; and in the meantime, great restraint should be used by both the Planning Commission and the City Council in granting any further changes. It was the Council consensus that Alternative 2 of the Report represented the best approach. It was moved by Councilman Villa, seconded by Councilman Herrin, and unanimously carried to refer the Report to the Planning Commission for its consideration and recommendation. EXECUTIVE SESSION At 5:15 P.M., Council recessed to an Executive Session on motion of Councilman Herrin, seconded by Councilman Markel and unanimously carried.
