DISCUSSION It is the practice of the Personnel Department to periodically review the duties and responsibilities of various position classifications to ensure that the job titles are consistent with the City's basic classification and compensation plans. As a result of a recent review, it was determined that two positions assigned to maintain and update the internet and intranet websites have job titles that do not accurately reflect t~e current duties and responsibilities of those employees. Accordingly, the Executive Director of Finance and Management Services proposes the creation of two classifications, Web Systems Technician and Website Entry Specialist, in order to more accurately summarize the major job responsibilities of each position as well as align them with recognized titles in the industry. It is also recommended that the current annual budget be amended to reallocate the positions currently held by the incumbents. The proposed changes in classifications and reallocations of positions will not result in increased costs, since the salary ranges of the proposed classifications are identical to those of the existing classifications. FISCAL IMPACT As the proposed action will not result in any changes to compensation for these positions, there is no fiscal impact associated with the passage of this resolution. Agency 55A-1 RESOLUTION NO. 2004-062 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NO. 82-110 TO AMEND THE CITY'S BASIC CLASSIFICATION AND COMPENSATION PLAN TO ADD TWO NEW FULL TIME CLASSIFICATION TITLES IN THE FINANCE AND MANAGEMENT SERVICES DEPARTMENT, AND TO AMEND THE CURRENT ANNUAL BUDGET TO REALLOCATE TWO FULL TIME POSITIONS. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1: The City Council hereby finds, determines and declares as follows: A. Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council. B. On August 2, 1982, the City Council passed and adopted Resolution No. 82- 110 revising and re-establishing the Basic Classification and Compensation Plan for Officers and Employees of the City of Santa Ana. C. On June 21, 2004, the City Council passed and adopted Ordinance No. NS- 2653 establishing the City's Annual Budget and authorizing position allocations for Fiscal Year 2004-2005. The Ordinance also set forth the requirement that alterations in the allocation of authorized positions must be approved by the City Council. D. It is the City's practice to assign job titles that reflect the duties and responsibilities of the classification and are consistent with other classifications within the City's organizational structure as well as with comparable job titles in the labor market. E. The Executive Director of Finance and Management Services proposes to create two (2) new full time classification titles and to reallocate two full time positions to the newly-created titles. Section 2: That Section 3 of Resolution No. 82-110, as amended, is hereby further amended by adding the following classification titles at the Salary Rate Ranges and effective dates indicated: 6-Step Salarv Rate Ranqe (SRR) Effective: 08/01/04 Annual Salary SRR (Min-Max) Class Title Website Entry Specialist Web Systems Technician 516 542 ($31,044-39,624) ($35,232-44,964 ) 55A-2 Section 3: That the Annual Budget for Fiscal Year 2004-2005, as amended, shall be further amended by reallocating two full time positions as follows, with no change in salary rate range: FROM TO Class Title Data Entry Operator Systems Technician SRR 516 542 Class Title Website Entry Specialist Web Systems Technician SRR 516 542 Section 4: That except as amended by this Resolution, all other provisions of Resolution No. 82-110, as amended, and the Annual Budget for Fiscal Year 2004-2005, as amended, shall remain in full force and effect.
