RECOMMENDED ACTION
1.
Adopt a resolution authorizing the City Manager, Chief of Police and
the Fire Chief to execute a grant award agreement with the State of
California, Office of Emergency Services for the fiscal year 2004
Urban Areas Security Initiative (UASI) Grant funding program in the
amount of $14,969,683.
2.
Adopt a resolution amending the Fiscal Year 2004-2005 Annual Budget
to add two positions in the Police Department funded by the 2004
UASI Grant program.

Direct the City Attorney's Office to prepare and authorize the Chief
of Police and the Clerk of the Council to enter into reimbursement
agreements for equipment and/or services with the County of Orange,
City of Anaheim and/or anyone of the Cities located in the
designated Santa Ana Urban Area.

Approve an Appropriation Adjustment recognizing the UASI Grant funds
in the amount of $14,969,683 and appropriate same in the 2004 UASI
Program Grant expenditure accounts.
DISCUSSION
The United States Department of Homeland Security, Office of Domestic
Preparedness has developed the Urban Areas Security Initiative Grant
funding program (UASI). UASI provides funds to local emergency first
responders to enhance security and overall preparedness to prevent,
respond, and recover from acts of terrorism. The grant specifically
provides funding for anti-terror equipment, planning, training, exercises,
and technical assistance. The City of Santa Ana has been designated as an
Urban Area Core City and has been awarded funding from the Department of
Homeland Security UASI program in the amount of $14,969,683.

The City of Santa Ana Police and Fire Departments have worked with the
County of Orange and cities wi thin our Urban Area to determine current
capabilities and needs, and have established goals and objectives for the
Urban Area. The Santa Ana Urban Area will work in collaboration with the
City of Anaheim and its Urban Area to implement complimentary strategies
for responding to acts of terrorism.
Staff is proposing that a portion of the grant funding be used for the
addi tion of one new Police Sergeant and a Management Aide assigned to
administer the UASI Grant Program.
FISCAL IMPACT
Approval of the Appropriation Adjustment will increase revenues in the
2004 UASI Program Grant Account (account no. 125-01-5350) by $14,969,683,
and appropriate same into the 2004 UASI Program Grant Expenditure Accounts
(account no. 125-012-6933, 125-320-various, 125-331-various, and 125-613-
6641) .

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA AUTHORIZING THE CITY MANAGER, THE
CHIEF OF POLICE AND THE FIRE CHIEF TO EXECUTE A
GRANT AWARD AGREEMENT WITH THE STATE OF
CALIFORNIA OFFICE OF EMERGENCY SERVICES FOR
THE URBAN AREA SECURITY INITIATIVE GRANT
PROGRAM
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby, finds, determines and
declares as follows:
A.
The City of Santa Ana has received funding from the California
Office of Emergency Services for the fiscal year 2004 Urban Area
Security Initiative Grant Program, in the amount of $14,969,683.00.
B.
The City, as a designated Urban Area Core City, will
collaborate with the County of Orange, the City of Anaheim
and other cities within the Santa Ana Urban Area, to
implement complimentary strategies for planning, training and
responding to acts of terrorism.
Section 2. The City Council of the City of Santa Ana hereby authorizes and directs
the City Manager, the Chief of Police and the Fire Chief or their designee(s) to execute
the grant award agreement with the California Office of Emergency Services in an
amount of $14,969,683.00.
Section 3. The City Council of the City of Santa Ana hereby appoint the City
Manager, Chief of Police and the Fire Chief, or their designee(s), as agents for the City
of Santa Ana to conduct all negotiations, execute and submit all documents, including
but not limited to applications, agreements, amendments and payment requests which
may be necessary for the completion of the aforementioned grant.
Section 4. This Resolution shall take effect immediately upon its adoption by the
City Council, and the Clerk of the Council shall attest to and certify the vote adopting
this Resolution.

On June 21, 2004, the City Council passed and adopted Ordinance No.
NS-2653, establishing the City's Annual Budget and authorizing position
allocations for Fiscal Year 2004-2005. The Ordinance also sets forth the
requirement that alterations in the allocation of authorized positions be
reviewed and approved by the City Council.
B.
The Police Department has applied for and received a grant award from
the State of California, Office of Emergency Services for the FY04 Urban
Areas Security Initiative in the amount of $14,969,683.00. The terms of the
Grant contain numerous guidelines and requirements with which the
Department must comply. Additionally, the Police Department has
determined a need to more effectively meet the increased management
and monitoring responsibilities associated with the grant as required by the
United States Department of Homeland Security programs.
C.
The Police Chief proposes that a Management Aide (UC) position and a
Police Sergeant position be added to the Police Departments budget to
effectively manage, monitor, and insure compliance with the requirements
of the FY04 Urban Areas Security Initiative Grant.
D.
It is now desired that the Annual Budget for Fiscal Year 2004-2005, as
amended, be further amended in order to effect these changes.

Section 3: That except as amended by this Resolution, all other provisions of the
