OF THE CITY COUNCIL
OF THE CITY OF SANTA ANA, CALIFORNIA
January 31, 1972
The meeting was called to order at 7:05 P.M. in the Mayor's office, Room 303, City
Hall, 217 North Main Street, with the following Councilmen present: Ray Villa, Wade
Herrin, Harry K. Yamamoto, Jerry M. Patterson, J. Ogden Markel, and Mayor
Lorin Griset. Councilman Vernon S. Evans was absent. Also present were City
Manager Carl J. Thornton, Assistant City Manager Bruce Spragg, Director of
Personnel Donald Bott, and Clerk of the Council Florence I. Malone. A press repre -
sentative was also present. Evidence of proper notice of the meeting having been given
was on file with the Clerk.
COMPENSATION REQUESTS The City Manager read aloud his
POLICE AND FIRE DEPARTMENTS memorandum to the City Council dated
January 31, 1972, regarding "Summary
of Fiscal Year 1971-72 Salary and Wage Recommendations for Council Consideration on
January 31, 1972."
Mr. Steven Silver, Attorney representing the Firemen's Association, stated that the
City Manager's report had accurately presented the positions of each side; that with
respect to the retirement request for 2% at 50 years of age, the Association agreed to
place the issue on the ballot and requests the Council to take the. necessary action to
do so.
Mr. Rodolfo Montejano, representing the PoIicemen's Association, stated that the
meetings with the staff had been productive, and that the association is basically in
agreement with the Manager's recommendations. He requested that the improved
medical plan be put into effect without delay; that the Council go on record that in the
future the pay scale for the Police Department will not be based on the average (50%) of
those cities surveyed because Santa Ana police and fire departments are above average;
that an 8% increase in monthly compensation is justified; that the 6% salary increase
which was authorized effective November 16, 1971, be made retroactive to September 1,
1971 through November 15, 1971, as soon as possible under Federal guidelines; that the
Council give serious consideration to all the requests made in his letter of January 17,
1972; that Council support items a~ b and c on page 4 of the Manager's report dated
January 31; and that Council give strong direction and guidelines to staff to op&rate
on good faith on all levels, under ail circumstances.
Councilman Patterson's motion to approve the City Manager's report of January 31,
1972 was seconded by Councilman Yamamoto.
The Mayor asked if it would be possible to vote on each recommendation in the
report. Councilman Patterson stated that he would object to separating the recom-
mendations because it would result in opening up negotiations with Council acting as
the negotiator rather than the City Manager.
EXECUTIVE SESSION At 7:55 P.M. Council called an
Executive Session, and at 8:10 P.M.
the meeting was reconvened with the same members present.

The motion to approve the City Manager's report was adopted on the following roll
call vote:
AYES: Patterson, Yamamoto, Villa, Griset
NOES: Herrin, Markel
ABSENT: Evans
SPECIAL ELECTION It was moved by Councilman I-Ierrin,
and seconded by Councilman Markel,
to place a measure on the June Primary Ballot to determine if the Police and Fire
retirement program should be changed to 2% at age 50 (California Highway Patrol
Plan).
In the discussion that followed, Mr. Silvers indicated that the Association would
prefer the measure be carried on the November General Election ballot. Mr.
Montejano stated that the Council was acting hastily, and that the Police Association
position favored a decision on the retirement matter by the Council instead of taking
it to the voters; that it was his understanding that the Administration was undertaking
a cost study of the 2% at age 55 retirement program and the Association had agreed
to this study.
Councilman Patterson's motion to postpone the vote on the motion to place a
measure on the June ballot to the Regular Council Meeting of February 22, 1972,
was seconded by Councilman Herrin and carried on a 5 - 1 vote, with Councilman
Villa dissenting.
ADJOURNMENT The meeting was adjourned at 8:20 P.M.
on motion of Councilman Herrin,
seconded by Councilman Villa, and unanimously carried.
